Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Under the General Supervision of the Management Analyst Supervisor, this position is responsible for implementing quality assurance procedures and support of grants, contracts, and other fee-for-service agreements pertinent to the provision of rehabilitation services as prescribed by state and federal rehabilitation statute and consistent with the Pennsylvania (PA) Office of Vocational Rehabilitation (OVR) Mission, as well as State and Strategic plans. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Monitors assigned agreements between District Offices throughout the State and various education providers. Monitors assigned contracts and grants on an annual basis. Establishes monitoring schedules, conducts meetings with stakeholders, performs on-site visits, risk assessments, and other monitoring assessments with Community Rehabilitation Providers, education providers, and all other vendors providing services to people with disabilities. Conducts on-site visits or virtual monitoring for assigned counties within the Commonwealth, for OVR comprehensive compliance reviews of OVR Grantees and Contractors' implementation of quality services and achievement of grant programs; and discuss findings. Ensure compliance, gather data, reviews documents, identify issues and concerns, asks/answers questions, identifies violations, determines appropriate corrective action to advise of steps to address cited issues, and provides guidance to providers. conduct follow-up visits to ensure implementation of approved corrective action plans Develops and modifies monitoring tools and risk assessment tools on a regular basis and as things change. Prepares analyses, action plans, and recommendations; and sends results, action plans, and timeframes to the provider. Reviews processes consistently to identify issues and recommend improvements. Create/modify monitoring processes and implement them. Reviews Provider Report Cards with supervisor and addresses any/all performance management issues of all statewide providers. Provides training, guidance, and technical assistance to contractors, grantees, service providers, and OVR District Office staff as a result of provider monitoring. Analyzes Financial Status Reports and Requests for Funds to track spending patterns and availability of funds; Single Audit Reports to determine financial accountability and integrity; Cost Allocation Plans, and other documents to ascertain consistency and compliance with Act; collects and assembles data; prepares reports for internal use detailing obligations, expenditures, and statistical information activities. Reviews internal controls to monitor fraud, waste, and abuse. Prepares reports to include cost analysis and success of community rehabilitation providers (CRPs) via use of Ad Hoc reporting and other statistical methods. Prepares weekly activity reports, summarizing accomplishments, issues, and upcoming activities. Prepares other reports and analyses of OVR administrative and operational systems to identify strengths, deficiencies, and areas of concern and recommend methods to rectify and resolve issues. Develop spreadsheets, forms, and other tools for provider use in managing agreements. Maintains files, records, and reports on assigned providers. Provides back-up and/or emergency coverage of Division activities as needed per the direction of the Section Administrator. Performs all other duties as assigned. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. The position interprets policy, procedures, and legislation and drafts new and modifies existing processes/procedures and is responsible for their subsequent implementation. They utilize and comply with provisions of all current manuals, handbooks, and other documents derived from federal, state, or OVR policies and procedures in order to independently solve problems/resolve concerns related to assigned duties. The position is authorized to provide training, guidance, and technical assistance to internal and external entities. It provides input for OVR State and Strategic Planning activities. The position maintains ongoing communication with the supervisor on all work activities, timeframes, identified problems, and recommended solutions through reports, scheduled staff meetings, and informal discussions; and provides information about work activities for inclusion in reports. The position’s supervisor reviews work for appropriateness of the work performed and to ensure it complies with policies and procedures. The position prepares various type of reports within established timeframes, that provide analyses of OVR administrative and operational systems; identify strengths, deficiencies, and areas of concern; and appropriate recommendations. The position is authorized to conduct site visits, ensure compliance with policies and procedures, evaluate corrective action plans, and ensure implementation of those plans. |
