Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

As part of the Traffic Management Center, the incumbent keeps the region moving safely and efficiently through the coordinated use of intelligent Transportation Systems (ITS), improved communications, and incident management techniques. This is accomplished through the monitoring of video from closed circuit TV and making independent decisions during traffic incidents regarding proper incident management procedures such as activation and content of ITS devices and communication with incident stakeholders.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Monitor CCTV, 800 MHz radio communications, police and fire scanners, incident detector devices, and assess current roadway conditions for traffic, weather and overall operations.

Determine the area of influence of an incident and then provide traveler information by activation of Highway Advisory Radio (HAR) devices, Dynamic Message Boards and Variable Message Boards. Utilize various ITS software packages and programs.

Report and notify necessary maintenance personnel of highway incidents and or weather conditions that may present an imminent danger to the public.

Manage Service Patrol Vehicle activities by directing them to incidents and tracking/logging their subsequent actions. This includes notification to the State Police of vehicles that must be removed that are abandoned in locations that may pose as a safety hazard to the traveling public or impede emergency response vehicles.

Activate AMBER Alerts when initiated by the Pennsylvania State Police.

Create an Action Event Plan for Special Events such as Farm Show activities, Carlisle Fair Grounds events, Hollywood Casino traffic, Hershey Park, etc.

Record All Calls In/Out of the TMC. Verify communications of all equipment, CCTV, DMS, VMS, and HAR. Report all discrepancies in ITS devices.

Monitor existing and upcoming weather situations. Monitor/Manage RCRS statewide for closures.

Track all Construction Activity within the District in order to maintain situational awareness of diversion and detour routes. Monitor PEIRS website.

Facilitate communications and appropriately and proactively notify PSP, 911, PEMA, and public traffic agencies of all incidents.

Create and track TMC performance measures through the creation of spreadsheets/graphs and produce monthly and quarterly reports.

Track County equipment on GIS.

Support the Incident Command Center as an ICC liaison when ICC is activated.

Provide monitoring and remote diagnostics of field equipment to detect field equipment failures, issue problem reports, and track the repair or replacement of the failed device.

Track and record all incident information. This includes updating the incident log form with information regarding who was notified, the time that the responding resource arrived at the scene of the incident, etc. Close out the appropriate section of the incident log form after the incident has been completely addressed and cleared.

Performs other related duties.

Safety:

3. Immediately report to your supervisor any incident, unsafe practice, or near miss.
4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review.

Fair Labor Standards Act:
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day.

Essential Functions
