Position Purpose:

Under the direction of the Program Manager for the Bureau of Watershed Restoration and Nonpoint Source Management and the Program Coordinator, this position is responsible for providing support and assistance with Chesapeake Bay public outreach and communications in implementing Pennsylvania's
Phase III Watershed Implementation Plan. This position will be working with the Chesapeake Bay Accountability and Conservation District Support Sections to communicate and implement the priority initiatives outlined in the Countywide Action Plans (CAPs)and meet the required goals of the Chesapeake Bay Total Maximum Daily Load (TMDL) imposed by EPA. The goals are to facilitate understanding and provide direction for action needed by local governments, point and nonpoint source sector partners, state agencies, and the regulated community. To complete these tasks, a good understanding of web-based processes and strong attention to detail, communication, and writing skills are essential.

Works with DEP and other state agency personnel as well as external partners, including local governments and county conservation districts, to assist with outreach and communication of Pennsylvania's regulatory commitments under the Chesapeake Bay TMDL and the commitments needed from local sector partners in the development and implementation of Pennsylvania's Phase III Watershed Implementation Plan.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Assists with data entry and analysis using DEP databases and GIS software tools. Assists with tracking of BMPs and other geospatial data as needed, including CAP implementation grant-funded projects as well as agricultural planning information to ensure the criteria are met to receive credit in the Chesapeake Bay Watershed Model.

Assists in scheduling and attending meetings, as well as documenting and compiling notes from meetings, as appropriate, with DEP personnel, state agency staff and management, and external local partners.

Communicates orally and in writing to collect the necessary data and information needed to understand the roles and responsibilities of the Chesapeake Bay TMDL requirements and how those responsibilities are carried out by DEP and its partners.

Communicates orally and in writing to collect the necessary information needed to understand Bureau of Watershed Restoration and Nonpoint Source Management objectives and program software.

Other duties may include assisting with the revision to the Quality Assurance Program Plan (QAPP), BMP verification, agricultural and storm water project plan reviews, and other stream survey work, as assigned.

With assistance from the supervisor, develop a variety of spatial data program enhancements.
