Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a professional position responsible for facilitating the goals and outcomes of the State and Community Highway Safety Program federal grant, as subcontracted by the PA Department of Transportation (PennDOT) to the PA Department of Education (PDE). Specifically, this position serves as a representative of the Institute for Law Enforcement Education (ILEE) within the Department of Education and throughout the Commonwealth.

The employee in this position is responsible for facilitating law enforcement training courses in accordance with regulated certification requirements and ILEE guidelines. The individual is responsible for recommending revisions to current course offerings; researching and proposing new course offerings; assisting in curriculum development and revision; reviewing and recommending course materials and equipment; maintaining student training records; assisting in the monitoring and maintenance of Specialized Law Enforcement Instructors student training records; approving volunteer applications for assigned Standardized Field Sobriety Testing Practitioner (SFST) courses; assisting in the preparation and delivery of equipment and training materials to Specialized Law Enforcement Instructors; assessing graded examinations and projects for compliance with regulated certification requirements; providing technical assistance on the operation of breath testing equipment; and assisting agencies with the scheduling and logistics of requested courses.

The individual is responsible for adhering to Division policies and procedures and for making recommendations for change when appropriate or necessary. The individual serves as a liaison with the public, vendors, law enforcement personnel, law enforcement agencies, and PennDOT in support the State and Community Highway Safety Program federal grant goals and outcomes. The individual is self-sufficient but also functions as part of the team. The individual must demonstrate strong critical thinking skills, initiative, and the ability to prioritize and remain organized. The individual functions independently and requires minimal supervision. Assignments are carried out under the supervision of the Division Chief.

Description of Duties:

Serve as a Police Training Education Specialist to support the work, goals, and outcomes of the State and Community Highway Safety Program federal grant, as subcontracted by PennDOT to PDE.

Maintain a current and in-depth understanding of current doctrinal research, legislation, and case law.

Maintain a current and in-depth knowledge of law enforcement trends and training needs in relation to highway safety.

Review current doctrinal research, legislation, and case law along with established curricula, course materials, and equipment for appropriate or necessary course revisions. Recommend and discuss changes with the Police Training Curriculum Specialist and Police Training Education Specialist colleagues. Assist with revisions as requested.

Propose new course offerings to the Police Training Curriculum Specialist, Police Training Education Specialist colleagues, and the Division Chief. Assist in the development of new course curricula and related training materials as requested.

Review student performance standards. Recommend and discuss changes with the Police Training Curriculum Specialist and Police Training Education Specialist colleagues. Assist with revisions as requested.

Prepare and provide written and verbal responses to inquiries and requests from law enforcement personnel, law enforcement agencies, and equipment manufacturers and vendors upon receipt. Prioritize and track requests to ensure all items are completed and responded to in a timely manner.

Prepare and provide written and verbal responses to inquiries and requests from the public, PennDOT, outside agencies, and internal departments as directed by the Division Chief.

Maintain effective communications with ILEE stakeholders, outside agencies, and internal departments to facilitate referrals and exchanges of information.

Communicate pertinent issues promptly with ILEE staff and the Division Chief.

Respond to requests for service and support from law enforcement agencies for breath test instruments. Provide telephone, email, and on-site assistance and training as needed.

Respond to requests from law enforcement agencies to research information related to chemical breath testing, state and federal criminal case law, regulatory procedures, and accepted methodologies associated with the criminal justice system. Prepare and provide written reports and responses as needed.

Provide scheduling and logistic guidance and support for law enforcement agencies; including but not limited to the approval of facilities, such as classrooms, accident training facilities, and other specialized sites. Classes for groups within 60 miles of Harrisburg should be scheduled at Flank Drive, unless prevented by capacity or scheduling.

Ensure facility requirements are met, or will be met, prior to requesting courses be scheduled on the course calendar.

Ensure that course enrollment minimums and maximums take into consideration course content, location, and purpose.

Ensure instructor availability when working with agencies to schedule courses that require additional instructors or Specialized Law Enforcement Instructors.

Ensure there is sufficient time between the scheduling of courses which require equipment maintenance between use.

Obtain, review, and approve volunteer applications for assigned Standardized Field Sobriety Testing Practitioner (SFST) courses.

Provide details of communications and necessary contact information to the Administrative Officer for timely and accurate course scheduling and necessary communications leading up to course facilitation.

Independently prepare, deliver, and return all necessary course materials and equipment to/from the training site for assigned courses.

Facilitate assigned scheduled courses in accordance with regulated certificate, certification, and licensure requirements and ILEE guidelines. Deliver course content as prepared within the Shareware and Courseware database system, meeting course objectives and outcomes, within the established timeframe, and utilizing the prescribed course materials and equipment. Instructional duties constitute approximately 80 percent of time for this position.

Train and certify law enforcement officers in evidentiary chemical breath test instrument operations and maintenance.

Facilitate assigned scheduled courses within the prescribed hours of 8:00am-5:00pm, unless other arrangements have been approved by the Division Chief.

Distribute, collect, and review course evaluations upon course completion. Recommend and discuss proposed course changes with the Police Training Curriculum Specialist and Police Training Education Specialist colleagues. Assist with revisions as requested. Make personal modifications to instructional practices and delivery, as guided by student feedback. Provide collected evaluations to the Administrative Officer for review by colleagues and the Division Chief.

Facilitate customized trainings and presentations to civic and governmental groups, as assigned. Assist in development, as requested.

Maintain an accurate inventory of all course materials and equipment. Request course materials and equipment as needed in consideration of all ILEE scheduled courses.

Independently review and authenticate student compliance with course completion criteria and certificate, certification, and licensure requirements. Assess graded examinations and projects for compliance with regulated requirements. Facilitate and ensure the production and delivery of certificates, certifications, and licenses.

Maintain student records in accordance with ILEE policies and procedures.

Provide logistic and facility feedback to the Police Training Curriculum Specialist and Police Training Education Specialist colleagues. Communicate logistics and facility limitations and amenities, recommend the continued use, or discontinued use, of geographic areas and specific facilities.

Independently resolve logistic, equipment, course material, and scheduling issues related to assigned scheduled courses as they arise. Request guidance and assistance, as necessary.

Maintain an accurate inventory of all controlled substances. Access and return controlled substances only in conjunction with an ILEE approved staff person. Accurately weigh and log the addition, return, and removal of controlled substances from the ILEE safe. Adhere to Drug Enforcement Agency (DEA) requirements and ILEE policy when retrieving, returning, possessing, transporting, and facilitating training using controlled substances.

Assist in the procurement of controlled substances from law enforcement agencies for use in scheduled courses, as necessary.

Assist in the required equity audit of prescribed courses, as directed by the Division Chief.

Maintain an on-going understanding of the grant budget and spending limitations. Demonstrate financial awareness when scheduling courses that require travel, requesting resources and materials, utilizing office supplies and equipment, and requesting attendance at professional development opportunities. Incorporate innovative methods for the delivery of instruction such as the use of online training to reduce training costs.

Aid and support the work of the Administrative Officer, Police Training Education Specialist colleagues, Specialized Law Enforcement Instructors, and the Police Training Curriculum Specialist.

Assist in data collection, research, and analysis for the preparation of reports, grant writing, and the budget, as directed by the Division Chief.

Maintain appropriate certifications and/or expertise to deliver advanced training in several of the following: Chemical Breath Testing for DUI, Standardized Field Sobriety Testing, Drug Abuse, Legal Aspects of Traffic Safety, Officer Safety, Criminal Interviewing, Vehicle Collision Investigation, and other course of instruction as requested by funding sources. Research and request training and professional development opportunities as needed to maintain current certifications and expertise. Attend professional development opportunities as assigned.

Research and request professional development opportunities related to learning styles and teaching methodologies and strategies. Attend professional development opportunities as assigned.

Attend the statewide PennDOT sponsored grantee planning conference.

Adhere to Division policies and procedures and make recommendations for change when appropriate or necessary.

Perform other duties as required.

Additional duties and work assignments are assigned by the Division Chief and carried out independently. Supervision is minimal and oversight is provided on an on-going basis. This position requires initiative on the part of the employee to follow-through and complete duties and assignments.
