Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. All Pennsylvania-domiciled insurance companies must be examined at least once every five years to meet statutory requirements. Examinations include statutorily required examinations, targeted or limited scope examinations, organizational exams, and interim work. The Bureau Director and the Examination Managers assign all types of examinations to the Bureau’s financial examiners. The Examination Manager reports to the Bureau Director and is responsible for supervising and mentoring lower level examiners. The Examination Manager has overall responsibility for the financial examination, including the accuracy, clarity, and completeness of the examination work papers and the final Report of Examination submitted to the Bureau Director. The primary purpose of the risk-focused examination is to review and evaluate an insurer’s business processes and controls (including the quality and reliability of corporate governance) to assist in assessing solvency and monitoring its current financial condition and prospective risks. The examiner also assures compliance with relevant state laws, rules, and regulations. An Insurance Company Examination Manager supervises Department examination staff and/or external vendors, or other state insurance department personnel to conduct on and offsite risk-focused examinations of records, documents, financial statements and other related materials. All examination work is conducted under the principle of protecting the insurance company’s statutory surplus and financial solvency for the benefit of the policyholders. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. An Insurance Company Examination Manager: • Travels to examination sites, both within and outside of the Commonwealth of Pennsylvania to meet with insurance company personnel and oversee the work of the examination team; • Supervises and mentors Department staff examiners and trains staff as needed regarding Commonwealth procedures, Department guidelines and NAIC requirements; • Assists the Director to coordinate insurance group financial examinations with other states to avoid duplication of examination efforts and/or requests; • Develops and directs the examination team, including selecting an examiner-in-charge, staff examiners and other insurance specialists in order to complete examinations of domestic insurance companies of all sizes and complexities, while meeting PA statutory requirements and NAIC deadlines; • Manages the entire examination including but not limited to, scheduling, preparing planning and procedural forms, budgeting, coordinating, monitoring progress, and managing closing processes. • Reviews and manages the examination budget, including internal and external costs and related travel expenses. • Reviews and approves prepared examination work papers to provide accurate and complete documentation of observations, work performed, and examination findings in accordance with Department and NAIC standards and guidelines; • Reviews and edits a detailed written Report of Examination, including disclosure of significant findings and recommendations for corrective measure and follows up on the corrective action plan taken by the insurance company. • Communicates effectively with Department management and the insurer, verbally and in writing, regarding the details of exam findings through Reports of Examination, management letters, and exit conferences; • Attends regular meetings in Harrisburg offices with the Bureau Director, Deputy Insurance Commissioner, and others as needed; • Provides technical assistance and policy guidance to examiners-in-charge and examination staff when difficult or sensitive problems arise in the course of an examination. • Represents the Pennsylvania Insurance Department and its mission of solvency monitoring; • Provides administrative and technical supervision to assigned examination staff, including but not limited to approving travel plans, leave, expenses, timesheets and training opportunities; • Prepares monthly status reports for the Director; • Supervises staff in the completion of the examination of CCRCs; • Performs related work, as may be directed and/or required. |

An Insurance Company Examination Manager: • Approves the examination workplan in accordance with the current Financial Condition Examiners Handbook (FCEH). The goal is to assess solvency and determine compliance with state laws, rules, and regulations; • Directs internal and external staff engaged in reviewing the financial condition, operations, and reports of insurance companies; • Reviews and approves the overall exam budget prepared by the examiner-in-charge; tracks hours and expenses against the budget, and explains budget variances; • Assesses an insurer’s current financial condition and prospective solvency; • Reviews and approves a detailed written Report(s) of Examination and management letter(s), as well as FCEH Exhibits, reports, and memos, including disclosure of significant findings and recommendations for corrective measures, and follows up on the corrective action plan taken by the insurance company; • Investigates irregularities in insurance company records, statements, ancillary reports, and operations of a difficult and sensitive nature, including unlicensed activity, operating outside scope of authority, and suspected fraud. |
