Position Purpose:

This position maintains and verifies inmate records for the Department of Corrections (DOC) State Correctional Institution (SCI) at Muncy.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

50% Collects information from various sources to maintain inmate records. Cross-references information with DOC, Pennsylvania Parole Board (PPB), Pennsylvania State Police (PSP), Local and County Court, and County Prison data to validate the accuracy of content. Reviews court orders and related documentation to determine the appropriate course of action as it relates to release, change in place of confinement, or commitment credit to ensure timely and appropriate presentation for parole consideration or discharge at expiration of maximum sentence. Ensures accurate information is in the Inmate Records System and that changes are entered because of sentence recalculation via the DC-16E, Sentence Status Summary. Ensures that required information is relayed to the inmate, institutional staff, the PPB, PSP, and Central Office. Provides explanations to inmates, as needed, to explain complex and/or multiple sentence status changes.

20% Interviews, photographs, and fingerprints inmates upon reception, release, or as needed throughout the duration of confinement. Ensures that all necessary information is collected through the interview process and explains all applicable policies and procedures. Instructs inmates on proper positioning for photographs and fingerprints. Processes photographs and fingerprints to ensure proper identification. Ensures that photographs and fingerprints are processed appropriately for the registration of violent offenders and sex offenders.

10% Coordinates arrangements for the transport of inmates to demanding authorities for court appearances or at the time of release from current sentence. Ensures appropriate authorization is obtained for all releases, including authorized temporary absence, and verification of identity of transporting officials prior to relinquishing custody of an inmate.

5% Ensures safety and security of assigned work areas. Provides inmate escorts in the performance of routine work processes. Responds to inmate incidents and conducts searches for contraband as needed.

5% Provides guidance and instruction to lower-level records staff within the framework of existing DOC policies and procedures.

5% Represents the Department at extradition hearings or other judicial proceedings when required by the court, testifying on matters relating to identification of an inmate and/or current sentence status.

5% Performs other related duties as assigned.

ESSENTIAL FUNCTIONS:
1. Exercise care, custody, and control over inmates
2. Apply physical force and intervention when appropriate and necessary
3. Reach, bend, stoop, pull, push, kneel, lift, climb, and grasp
4. Perform repetitive motions (typing, filing, writing, etc.)
5. Be mobile over all types of physical surfaces and levels
6. Work all shifts and posts as required by operational necessities and emergencies
7. Work mandatory overtime in compliance with provisions of the Collective Bargaining Agreement, with little or no advance notice, whether on or off duty at the time of notification
8. Maintain regular and reliable attendance
9. Maintain JNET/CLEAN certification in accordance with DOC Policy 11.5.1, Records Office Operations
10. Use and maintain various equipment and tools used in the recordkeeping of inmates’ identification and criminal history
11. Operate basic office equipment
12. Effectively communicate verbally and in writing
13. Properly wear all portion of assigned uniform
14. Hear and identify sounds (voices, whistle, buzzer, lock release, scuffling, sudden quiet)
15. Visually observe inmates’ activities
16. Establish and maintain effective working relationships
17. Administer emergency medical assistance to inmates and staff
18. Attend and participate in all mandatory training and/or testing
19. Travel as required

Work is performed independently under the general direction of a Corrections Records Supervisor. Release documentation is reviewed in detail by a Corrections Records Supervisor, but most other aspects of work do not require supervisory review including assignments which require comprehensive assessment.
