Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Performs semi-skilled maintenance/grounds duties for the Capitol Complex and outlying facilities.

This position will perform a wide variety of semi-skilled maintenance and repair work on all grounds keeping vehicles and equipment for additional General Services’ crafts and trades when assigned to the maintenance garage.

This position is responsible for the appearance, general care, and maintenance of the grounds to include gardens, trees, shrubbery, lawn care, snow and ice removal in the Complex and outlying facilities.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Essential Employee – required to work during emergencies and office closings.

Operates and utilizes a variety of mechanized and motorized grounds keeping equipment and tools, such as edgers, clippers, trimmers, various lawn mowers, tractors, leaf blowers, leaf vacuum machines, lawn rollers, aerators, rototillers, chain saws, sweepers, weed eaters, snow blowers, and many additional machines not listed. Reads and interprets equipment manuals. Makes repairs and adjustments to equipment as needed. Responsible for the proper care of tools and equipment. Reports major repair requirements to the supervisor for action.

Participates in fertilizing, seeding, and sodding of lawn areas. Maintains lawn and garden areas to include cutting, watering, edging, trimming, etc.

Prepares area and plants a large variety of trees, hedges, shrubbery, perennials, annuals, etc. Trims and prunes trees, shrubs, and hedges. Cuts down and removes appropriate trees, heavy branches, or whatever is necessary at that particular time.

Weeds, cultivates, and applies necessary amendments to include peat moss and tanbark to established beds, trees, and shrub areas.

Spades, digs, and prepares soil for planting, using fertilizer, peat moss, compost, limestone, and other miscellaneous soil amendments.

Drives light vehicles such as jeeps, pickup trucks, small dumps, and other miscellaneous equipment related to grounds with standard and automatic transmissions. Cleans and washes vehicles.

Monitors exterior of Capitol Complex and related outlying buildings; removes litter, trash, leaves, and debris from grounds, sidewalks, streets, and parking areas; and empties outside trash containers where designated.

Operates and makes adjustments to various irrigation systems within the capitol complex such as East Wing, Ryan, Keystone, and Judicial buildings.

Assists setting up for special programs scheduled outdoors, such as seating, putting up fences, barricades, providing additional trash cans, and cleaning up afterwards.

Retrieves dead birds, rodents, and animals; and sets live traps for rescuing animals from areas within the capitol complex and outlying areas.

Maintains supply and equipment storage areas in a clean and orderly condition.

Shovels and removes snow and ice from entrances, walkways, steps, etc.; spreads rock salt, calcium, sand, and other deicing agents; and operates spreaders and snow blowers. Operates light vehicles equipped with plows to remove snow and spread salt from streets, driveways, parking lots, etc. As an essential position, may be required to work on holidays, weekends, arrive early, stay late, and possibly overnight, when needed to assist in snow and ice removal.

Loads and unloads items from trucks, such as rock salt, calcium, sand, asphalt, soil, trash, tan bark, trees, shrubs, park benches, and other items involved in maintaining the grounds. This will involve lifting and moving of heavy objects.

Maintains and assists mechanics with minor repairs and adjustments to grounds keeping vehicles such as replacing batteries, lights, lenses, bulbs, wiper blades, mirrors, belts, hoses, filters, wires, fuses, fluids, and tires on small vehicles and equipment. Estimates the required parts, material, and supplies in appropriate size and type needed. Reports all major and minor equipment problems to immediate supervisor.

Assists and takes instruction from small engine repairman and lead mechanic, in maintaining and performing minor repairs and adjustments to grounds keeping equipment such as, lawn mowers, tractors, lawn sweepers, street sweepers, snow blowers, snow plows, spreaders, weed eaters, edgers, clippers, trimmers, aerators, rototillers, chain saws, hand tools, leaf blowers, leaf vacuums, sprayers, etc. Estimates required parts, material, and supplies in the appropriate size and type needed. Reports all major and minor equipment problems to the immediate supervisor.
Burns and welds metal in order to perform repairs on grounds keeping vehicles and equipment; fabricates parts when needed.

Operates non-CDL equipment with standard and automatic transmissions, including light duty vehicles, back hoes, loaders, and forklifts, in order to detect, locate, diagnose, and correct problems. Also performs preventive maintenance.

Responds to service calls for breakdown of vehicles and equipment; and picks up parts and materials when assigned to shop work.

Assists contract mechanics and repairmen on all major repairs of work vehicles and equipment, inspects repair work that was contracted, and verifies receipts for accuracy.

Maintains inventory of all shop tools, equipment, and parts; and is responsible for the proper care and use of each. Maintains shop in a safe, clean, and orderly manner. Returns all equipment and tools to appropriate location at the close of the day.

Maintains manufacturer manuals and brochures, as well as records of all repair work performed on specific vehicles and equipment.

Utilization of a personal computer and related programs such as Word, Excel, Microsoft Outlook, and the internet will be necessary as well as the daily usage of the AIM work order system. Efficient usage of a provided smart phone is also necessary.

Performs other miscellaneous duties such as assisting with decorating the Capitol Complex during holiday seasons, spraying Christmas trees with anti-desiccant and delivering to various locations, maintaining park benches, spraying off walks and areas where bird waste must be removed throughout the Capitol Complex various times of the season.

Performs other related duties as required.
