Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. ] • Plan, analyze, design, implement, and evaluate workforce programs in compliance with policies and procedures established by federal and state regulations and legislation and with BWDA policies and procedures. • Track federal statutory and regulatory requirements related to Workforce Innovation and Opportunity Act (WIOA) and Wagner-Peyser Act (WP); perform analysis of potential impact; report findings verbally and in writing; and prepare written analyses on proposed federal regulations. • Maintain knowledge of workforce programs and services, policies, regulations, and procedures through reading, research, and meetings; identify requisite data sources. • Recommend new policies and revisions to existing policies and procedures based on research and changes to federal or state legislation or priorities; develop guidelines for local boards. • Provide input related to the development and modification of guidance documents and instructions to local workforce development boards for outlining their youth program operations and priorities. • Provide input to the development of the Combined State Plan, as well as guidance related to the regional and local planning process regarding youth-related programming and activities; review plans for compliance with guidance • Provide input regarding the need for waivers; participate in the preparation of prepare waiver request packages. • Provide technical assistance to local board staff and workforce partners on youth programming and activities. • Prepare draft responses to correspondence from local boards, US DOL, legislators, and other organizations. • Attend bureau and unit meetings and committees; prepare reports; research information. • Represent BWDA at local, regional, state, and national meetings, training sessions, and conferences, conducted via webinar, conference call, or in person; prepare reports on topics discussed. Day or overnight travel may be required. • Maintain ongoing communication with supervisor on all work activities, timeframes, identified problems, and recommended solutions through reports, scheduled staff meetings, and informal discussions. • Use and comply with provisions of all current manuals, handbooks, and other documents derived from federal, state, or BWDA policies and procedures. • Prepare biweekly activity report summarizing accomplishments, issues, and upcoming activities. • Collaborate with the PA Workforce Development Board (PA WDB) regarding youth-related programming for inclusion in the Annual Report to the Secretary of Labor • Collaborate with appropriate internal and external stakeholders regarding youth programming initiatives and demonstrations; participate in the design, implementation and evaluation of these projects; report outcomes • Perform related work and duties as required. |
