Position Purpose:

This is a professional and administrative nursing position in the management and coordination of nursing care and treatment of the mentally ill consumer under the supervision of the Chief Nurse Executive.

Description of Duties:

The NM1 plans, organizes, directs, coordinates and evaluates the provision of nursing services operations. The NM1 oversees the continuity of nursing care and services to ensure consumers are provided nursing care and treatment consistent with the policies, procedures, standards, and treatment plans of professional nursing practice. The NM1 evaluates the nursing care and treatment process to ensure compliance with the medical, psychiatric and nursing regime, and that optimum care and treatment are provided for the consumer. The NM1 coordinates and collaborates individual/consumer nursing care and treatment with other disciplines, allowing consumers appropriate choices, empowering them throughout recovery, and assisting in the maintenance of nursing treatment and nursing quality improvement/risk management standards. The NM1 directs, instructs and manages professional and non-professional nursing staff in the application of professional nursing practices and in the direct care and treatment of individual consumers. Participates in the development of policies/procedures regulating the conduct of nursing services; continuously evaluates their effectiveness, and promotes staff development and continuing nursing education and training. Is actively involved in the planning phases of organizational changes identifying priority areas based on assessment needs. Supervises Registered Nurse Supervisor and evaluates their overall capabilities in providing professional nursing care and treatment. Supervises nursing services staff responsible for the provision of direct consumer nursing care and treatment. Makes rounds to ensure consumers are provided care consistent with policies/procedures/nursing care/standards. Serves as a resource person to staff and other disciplines through participation in committees/conferences. Assesses nursing services budget needs and makes recommendations based upon those needs. Reviews, evaluates, and modifies nursing standards and procedures consistent with departmental policy in conjunction with nursing administration/leadership. Assesses staffing patterns/competency/ staffing needs to ensure that staff utilization is sufficient within the clinical treatment areas, programming, and individual/consumer care wards and living areas. The NM1 must ensure nursing groups and clinical treatment areas comply with CMS and all regulatory body standards in order to ensure quality consumer care and satisfy certification requirements. Serves as a resource person to Nursing staff and other disciplines to facilitate quality of care. Is responsible for ensuring adequate staffing in the nursing department per classification in correlation with unit acuity and performs nurse manager on-call coverage.

Participates in the development and interpretation of policies and procedures, including but not limited to those regulating the conduct of nursing services.
Assess Registered Nurse Supervisors in their review and implementation of nursing care plans and overall capabilities in professional nursing and supervision
Serves as resource person to staff and other disciplines on matters requiring professional nursing expertise and knowledge.

Essential Functions

 1. Plans, organizes, directs, coordinates and evaluates the provision of consumer care and treatment in a nursing unit.
 2. Directs the assessment and implementation of nursing care.
 3. Interprets policies and procedures to direct care staff to facilitate prescribed care and treatment.
 4. Assess staffing patterns, assigns staff accordingly, identifies staffing needs and reports staffing deficiencies to higher-level management staff.
 5. Reviews training needs of staff.
 6. Serve as chairperson or on hospital policy committees and participates on other committees as assigned.
 7. Reviews, evaluates and modifies nursing standards and procedures consistent with departmental policy.
 8. Assesses nursing budget needs and makes recommendations.
 9. Reviews reports of subordinates and prepares periodic reports on nursing service.
 10. Obtains and maintains Mandt and CPR certification and appropriately uses skills.
