Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Under the direction of the Water Quality Specialist Supervisor and within the training plan this is professional work within the Storage Tank Program of the Southeast Regional office. An employee in this class performs a variety of duties to ensure compliance with the Commonwealth’s rules and regulations governing aboveground and underground storage tanks/facilities. Work requires investigation, enforcement and survey activities. Employees exercise judgment in planning, scheduling, and completing assignments within limits of broad program policies, guidelines, and applicable state and federal regulations. If this position is filled as an Environmental Trainee, the incumbent will participate in a one-year formal and on-job training program to learn the duties of a Water Quality Specialist.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Inspects aboveground and underground storage tank facilities for compliance with departmental requirements regarding installation, operation, maintenance, leak detection, closure/removal, spill prevention and response planning, permits, and registration. Verifies use of certified contractor during tank handling activities and conducts installer/inspector oversight. Reviews submissions from the regulated community regarding third party inspections, modifications of equipment, and tank closures.

Collects, compiles, and develops investigative leads and evidence concerning violations in support of enforcement activities, prepares violation letters and assists in preparation of consent assessments; assists in negotiating settlements and penalties, prosecuting cases on behalf of the Commonwealth, and conducting surveys of facilities to determine compliance with regulatory requirements. Conducts consented or warranted searches, and aerial and ground surveillance of suspected violators; presents evidence in legal proceedings; may assist in the negotiation of penalties payable to the Clean Water Fund and Storage Tank Fund; attends enforcement conferences or administrative hearings to provide information on case.

Investigates and resolves complaints involving petroleum or hazardous material spills or releases from aboveground and underground storage tanks, and ensures cleanup of the spills. Investigates and resolves complaints involving contaminated groundwater supplies, and soil and groundwater contamination as the result of releases or spills from storage tank facilities. Investigates and resolves complaints regarding other violations of the Storage Tank and Spill Prevention Act and DEP’s rules and regulations.

Responds to emergency situations such as spills or releases to assist or direct cleanup operations; coordinate acquisition of equipment or special services needed to clean up after emergency situations; work involves coordination with region’s Emergency Response Coordinator.

Meets with a wide variety of persons and organizations, including local officials, industry representatives, the media, environmental and special interest groups, federal officials, and the public, to explain departmental programs, functions, actions, rules and regulations, and policies. Interacts with other State, Federal, and local agencies/departments with jurisdiction over aboveground and underground storage tanks and the storage of petroleum and chemical substances. Attends public meetings as DEP’s representative to explain the State and Federal Storage Tank Programs; serves as liaison with Federal officers, bureau staff, consultants, local officials, and the public; and participates in the development of guidance documents, policies and procedures, and program evaluations.

Prepares letters, correspondence, reports, and other written material as required to exchange information with supervisor, facility operators, municipal officials, consultants, impacted parties, and the public.

Assists in providing on-the-job training to inexperienced staff; advising management on the effectiveness of the training program and their progress.

Conducts preliminary assessments and site inspections to determine the extent of contamination, to identify responsible parties, and prepare reports of findings; reviews and comments on technical documents prepared by consultants and DEP staff for assigned sites; provides technical support to legal staff for cost-recovery and other legal actions.

Assists in implementing the Land Recycling and Environmental Remediation Standards Act (Act 2 of 1995). Work requires knowledge of the interrelationship between Act 32, Act 2, Clean Streams Law, HSCA and other waste manage regulations. May assist in reviews of release remediation cases to evaluate attainment of Act 2 cleanup standards.

Collects environmental and chemical samples; interprets laboratory analyses to determine the extent and degree of contamination; conducts field tests, and performs calibration and routine maintenance on a variety of test equipment.

May also serve as a LUST Trust Fund Project Officer; Storage Tank Fund Project Officer; and Project Officer for state lead and special project cleanups funded under Act 13 of 1998 (amendments to Act 32 of 1989, the Storage Tank and Spill Prevention Act). May assist in managing all activities relating to assigned sites and assist the primary Department technical representative during all phases of site remediation. May assist in the process to rank and prioritize sites to determine their eligibility for funding under State or Federal programs; assist in the negotiation of site-specific contracts and cooperative agreements; assist in oversight of contractors retained by DEP to implement remedial planning and design at sites. May conduct site visits to ensure the proper implementation of remedial actions.

Reviews spill prevention response plans to determine their effectiveness in preventing accidental pollution.

Follows Standard Operating Procedures (SOPs).
Reviews permit applications and draft Record of Decision (ROD).
Enters appropriate data into eFACTS.
Drafts deficiency letters with regulatory citations.
Identifies issues encountered and recommends solutions to Section Chief.

Maintain and assist in the use and coordination of eFACTS, OnBase, and the mobile inspection platform as they each relate to the Storage Tank Program.

Teleworks in accordance with Commonwealth and DEP policies.

Operates a motor vehicle to travel to various work sites.

Understand and promote the four pillars of the DEP Vision - Operational Excellence, Climate Leadership, Cultural Competence and Environmental Justice.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

This position requires knowledge of DEP policies and procedures (including but not limited to laboratory policies, equipment policies, and safety policies), and the implementation of such policies during the conduct of these described duties.

Work assignments increase in scope and complexity as the employee gains technical proficiency in the work. Once the employee demonstrates the ability to perform the work, specific assignments are given, and the employee performs the work under the technical guidance of the supervisor. Work is reviewed in progress and upon completion for personal development, completeness, technical accuracy and quality.
