Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

An employee in this position is responsible for planning, directing and controlling the daily operations of the Pennsylvania Immunization Electronic Registry System (PIERS) Health Level 7 (HL7) Interoperability and Data Quality Unit. This position supervises staff responsible for promoting, implementing and maintaining standards-based interoperability between PIERS and other information systems to obtain high quality data in PIERS and facilitate data transfer with providers, schools, the Centers for Disease Control and Prevention (CDC), other IIS, and other partners. A key activity is to oversee the onboarding of immunization providers by establishing and maintaining an HL7 interface between PIERS and the provider’s electronic health record (EHR) system, pharmacy information system or a Health Information Exchange (HIE). This role will also be responsible for achieving high quality data in PIERS by developing and implementing preventive and corrective strategies to improve the quality of incoming data, outgoing data, and data at rest.

Description of Duties:

•Develops a comprehensive training program for the HL7 Interoperability and Data Quality unit.

•Oversees and directs the development and issuance of quick reference sheets, electronic forms, manuals, and policy statements for use in the training of health care providers which include the PIERS HL7 Implementation Guide, PIERS HL7 Testing Guide, and Request to Transmit via HL7 electronic form. Ensures that these documents are kept up to date and consistent with national data collection efforts.

•Oversees the creation and management of required items for providers to begin reporting to PIERS including HL7 user accounts and HL7 Facilities.

•Collaborates with PIERS vendor, CDC, AIRA, other IIS and other national partners (e.g., Veterans Health Administration) to implement interjurisdictional data exchange via the IZ Gateway.

•Contributes data and content to the CDC Cooperative Agreement work plans.

•Develops, documents, reviews and periodically updates standard operating procedures (SOPs) for staff to conduct bidirectional onboarding activities including testing and review of HL7 message content and error handling.

•Engages providers, EHR vendors, and other internal and external partners in frequent two-way communications to obtain feedback, work through reporting issues and keep them informed of reporting changes impacting interfaces.

•Monitors connections with data exchange partners and instructs staff to promptly resolve any technical issues.

•Participates in CDC, AIRA, PHII and IIS vendor consortium forums to collaborate on IIS upgrades and keep abreast of, and provide input into, changes to HL7, web service and other national standards for secure data exchange; works with IIS vendor department to facilitate IIS compliance with standards.

•Participates in special projects and performs related work as required.

•Performs the full range of supervisory responsibilities, including assigning, prioritizing, and reviewing work; maintaining position descriptions; conducting employee performance management; approving/disapproving leave and travel requests; participating in staffing activities; coordinating employee discipline; and training staff, including coaching and team building.

•Presents at IIS meetings locally and nationally.

•Provides supervision to PIERS HL7 interoperability and data quality team, coordinating team activities and priorities to meet PIERS and immunization program goals.

•Regularly reviews CDC Data Quality Reports, the CDC IIS Dashboard, as well as reports from the AIRA Measurement and Improvement Aggregate Analysis Tool.

•Serves as an HL7 subject matter expert to assist in developing best practices for HL7 onboarding and data exchange.

•Supervises and provides technical and programmatic support to registry staff responsible for monitoring data submitted to PIERS via HL7 during initial onboarding and over time in the PIERS production environment ensuring the collection of all CDC-endorsed data elements and conformance to national data exchange standards, ensuring established levels of data quality for completeness, accuracy, and timeliness are met.

•Trains staff in use of SOPs for onboarding and other interoperability tasks.

•Works with PIERS vendor to regularly assess, update and improve key PIERS functions.

Work is performed under the general supervision of a higher-level manager and is reviewed through conferences, verbal or written reports and obtainment of objectives. Work is performed with considerable degree of independence and is reviewed periodically for adherence to Departmental policy and procedures and national immunization registry standards. This position is responsible for managing all aspects of the daily operations of the HL7 Interoperability and Data Quality Unit. Problems or issues resolved at this level are those that can be addressed within the scope of existing standard operational procedures established within the unit.
