This position is an IT procurement specialist who leads end-to-end procurement efforts, from pre-solicitation planning through contract approval, ensuring compliance with Bureau of Procurement policies and best practices, and delivering effective, timely procurement solutions aligned with the organizational IT needs. This role also ensures procurement quality, risk mitigation, and process improvement across all assigned IT projects. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. • Manages Projects beginning with the Notice of Forthcoming Procurement through contract creation and approval. • Works collaboratively with internal and external stakeholders to lead procurement Projects through the development of the statement of work, development and analysis of business, technical, and functional solution requirements, and provides expert advice that aligns with OA IT policies and best practices. • Manages IT Procurement Projects in accordance with the Bureau of Procurement standards, policies, and processes. • Identifies and coordinates with Subject Matter Experts to ensure comprehensive input across technical, fiscal, legal, and business domains. • Research assigned projects and utilizes procurement best practices to gain an understanding of procurement needs and available solutions in the market. • Collects and analyzes information to understand the customers’ business needs and technical environments to draft competitive procurement documents. • Facilitates and leads the Project team through the development of the solicitation package and the procurement process. • Develops and manages the project timeline. Works to mitigate risks to ensure project is on schedule. Administer procurement tasks to prevent gaps in service. • Provides project status updates to the Supervisor. • Facilitates and leads information gathering sessions with business and technical resources for IT Procurements to develop and refine business, technical, functional, and non-functional solution requirements. • Works closely with the Supervisor to ensure best practices are followed. • Works to identify opportunities for internal process improvement and increased efficiency. • Performs quality assurance reviews of IT Procurement documents. • Maintains confidentiality. |

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Example: Experience using Java; Professional Engineer License Experience: One year as a Procurement Specialist 3 (Commonwealth title); or • Three years of professional experience performing contract management work; and a bachelor’s degree in business, supply chain, logistics, project, or operations management, or a related field; or • An equivalent combination of experience and training.
