Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Inspects and reviews plans, specifications, and tests documentation to ensure that goods and services purchased by the Commonwealth meet quality standards and specifications, state and federal policies, regulations, and laws. Conducts research utilizing various resources to develop procurement specifications to ensure they meet the requirements of the customer as well as for competitive bidding. Informs procurement professionals of gaps and potential risks relevant to the specification. Reviews, assigns, and modifies Material Master numbers for products and commodities in the SAP Supplier Relationship Management (SRM) system to ensure data accuracy, consistency, and compliance with established standards. Monitors UNSPSC codes and may coordinate with the federal UNSPSC database to ensure consistency. Attends various Quality Assurance symposiums or conferences in order to stay current with industry trends. Assists in monitoring supplier corrective actions to ensure compliance related to specifications and quality requirements. Consults and collaborates with agency procurement staff, program staff, outside laboratory representatives, manufacturing representatives, and suppliers to monitor and evaluate the appropriateness and quality of goods and services, ensures competitive bidding, and remains up-to-date with current technologies. Conducts market research, utilizes price indexes, Labor and Industry wage information, communicates with subject matter experts to identify fair market pricing and provides this information to the appropriate procurement personnel. Works in conjunction with procurement staff on the evaluation of highly technical bids. Establish Fair Market Value pricing for products and services. Reviews and identifies the appropriate action to fulfill agency requests to establish or change material/service part numbers. Prepares reports of findings and provides recommendations to agencies and Commodity Teams associated with the performance of suppliers. Reviews testing data from laboratories. Prepares reports identifying the findings and shares this information with Commodity Teams. Analyzes and interprets agency, state and federal specifications, standards, policies and procedures, rules and regulations, to ensure quality compliance of goods and services Reviews, develops, and revises bid specifications and Pennsylvania Commercial Item Descriptions (PCIDs) to ensure procurement requirements are clearly defined and align with Commonwealth procurement policies and agency needs. Assists with the evaluation and review of bids, emergency procurements, and sole source procurements Performs other related duties as required. |
