Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

1. Provides guidance and oversight of conservation district and private sector involvement in the Nutrient and Odor Management Act program, as well as compliance and enforcement efforts to ensure successful program implementation.

2. Assists the State Conservation Commission (Commission or SCC) in implementing the Manure Hauler and Broker Program, Odor Management Program, and other financial assistance programs administered by the SCC.

3. Coordinate the Commission's statewide efforts on Cover Crops and No-Till Farming. This initiative will include working cooperatively with DEP, USDA-NRCS, Penn State, and other groups and organizations in order to ensure a consistent approach in PA.

4. Coordinate the Commission's statewide efforts to enhance the implementation of erosion and sedimentation control planning and serve as the Commission's statewide expert on soil loss determinations. This will include working cooperatively with DEP and the USDA-NRCS in order to ensure a consistent approach in PA.

Description of Duties:

1. Present reports outlining program accomplishments, and issues of program concern, to the State Conservation Commission's Program Manager, Executive Secretary, Commission members (including the Secretary of DEP and the Secretary of PDA), and the general public. Reporting to the Commission members takes place at public meetings, executive sessions with legal staff, and one-on-one meetings

2. Represent the State Conservation Commission at nutrient management meetings, conferences, workshops and hearings

3. Develop and present speeches to various state and federal agencies, Nutrient Management Specialists, and the general public.

4. Meet with various federal and state agency staff to coordinate the Commonwealth's overall nutrient management program and how it relates to DEPs Manure Management and erosion and sediment control programs.

5. Assist and oversee conservation district activities related to their local administration of the Pa Nutrient and Odor Management Act, Manure Hauler and Brokers, and Manure Management Manual program.

6. Provides technical assistance and training to conservation districts in their efforts to review, assist with, and monitor implementation of nutrient management plans and nutrient balance sheets submitted under the Pa Nutrient and Odor Management Act.

7. Provide technical assistance and training to the private sector consultants in their efforts to develop and assist in implementation of nutrient management plans and nutrient balance sheets submitted under the Pa Nutrient and Odor Management Act.

8. Provide policy interpretations to farmers, conservation district staff, private sector consultants, and others requesting assistance.

9. Act as the State Conservation Commission contact for regional inquiries related to the PA Nutrient and Odor Management Act and other programs as directed.

10. Investigate operations suspected of being in violation of the PA Nutrient and Odor Management Act and other programs as directed.

11. Research, prepare and implement enforcement actions on operations found to be in violation of the PA Nutrient and Odor Management Act and other programs as directed.

12. Advise and oversee conservation districts in their monitoring of cases for possible enforcement action and serve as their primary contact person.

13. Provide follow-up activities on farms said to be in violation of the PA Nutrient and Odor Management Act and other programs as directed.

14. Review plans submitted to the State Conservation Commission for action in counties within the Specialist’s assigned region which are not delegated plan review authority.

15. Assist with the implementation, monitoring and technical oversight of financial assistance programs established to assist Nutrient and Odor Management Act participants.

16. Assist farmers in their understanding of alternative manure treatment technologies and the relevance of the various technologies to their specific operations.

17. Advise and oversee farm operators, where applicable, in their efforts to manage odor concerns associated with their animal production operations.

18. Initiate and assist with education and outreach efforts offered within the specialist’s region.

19. Perform and assist other state agency staff with conservation district evaluations.

20. Assist the Department of Agriculture with the implementation of the Manure Hauler and Broker Certification Act including monitoring farmer and manure hauler/broker compliance with the Act.

21. Oversee farmer participation and outreach efforts in counties where the conservation district has not accepted Act 38 / Chapter 91 program delegation.

22. Act as an ombudsman for those situations where farmers are in dispute with a conservation district’s actions under the PA Nutrient and Odor Management Act and other programs as directed.

23. Coordinate the Commission's statewide efforts on cover crops and no-till as they relate to the proper use of nutrient management techniques. This initiative will include working cooperatively with DEP, USDA-NRCS, Penn State, and other groups and organizations in order to ensure a consistent approach in PA.

24. Coordinate the Commission's statewide efforts to enhance the implementation of erosion and sedimentation control planning and serve as the Commission's expert on soil loss determinations. This initiative will include working cooperatively with DEP and the USDA-NRCS in order to ensure a consistent approach in PA.

25. Serve as the SCC expert in the area of Alternative Manure Utilization and Treatment Technologies and GIS.

26. Assist the Commission in implementing the REAP tax credit program through application reviews and compliance visits, and as directed.

27. Assist the Commission in implementing the CEG and other financial assistance programs, as directed.

28. Assist the Commission in carrying out the Facility Odor Management Regulations through odor management plan reviews and compliance visits.

39. Review submitted Odor Management Plans (OMPs), including the site-specific map verification and associated plan review site visit, for operations within the SCC Regional Coordinators region.

30. Perform annual on-site status reviews of certain approved Odor Management Plans within the SCC Regional Coordinators region.

31. Inform the SCC Odor Management Program Coordinator of problems or deficiencies encountered during Odor Management Plan reviews and status reviews within SCC Regional Coordinators region.

32. If within 1 hour driving distance from PA Department of Ag Headquarters in Harrisburg, will be required to report to the Harrisburg office once a week.

33. Other duties as assigned by the supervisor to meet unforeseen program needs.

3. In response to a farmer’s submission, review and provide a recommendation to the State Conservation Commission on a nutrient management plan submitted for Commission approval.

4. In response to a conservation districts referral, research and provide an enforcement action recommendation to the State Conservation Commission members on an operation referred to the Commission for enforcement action.
