Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Supervises an inspection team within the Engineering District. Performs a variety of technical duties in the inspection of materials produced at asphalt, concrete, and aggregate plants to ensure materials are in accordance with specifications, contract documents and approved Quality Control Plans. Works in the field as an assistant to the Assistant District Materials Manager.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Reports directly to the Assistant District Materials Manager (next level supervisor) and supervises a group of Transportation Construction Inspectors who are responsible for testing and controlling construction and maintenance materials.

Supervises all work associated with inspecting, sampling, testing, and controlling all Asphalt Concrete, Portland cement concrete, aggregates, anti-skid, salt, liquid asphalt, and other materials used in Construction or Maintenance activities. Responsible for the corresponding documentation of inspection and testing procedures and results. Investigates all rejected materials and quality assurance major deviations for the Materials Unit and prepares reports and action plans to deal with these deficiencies.

Conducts preliminary reviews of mix designs for asphalt concrete, Portland cement concrete, seal coats and surface treatments. Frequently communicates with vendors, designers, consultants, and construction managers on technical issues relating to materials specifications and the use of materials on PennDOT projects. Reviews and responds to requests from contractors to use specific materials or sources of supply. Provides reports and recommendations to the District’s Materials Manager and Assistant District Materials Manager (next level supervisor).

Witnesses, performs, or delegates, when required, all sampling and testing of materials relating to gradations, compaction control, specific gravities, absorptions, air entrainment, slump and any related sampling and testing that may be required at a plant, on the project site or at aggregate sources. Assures all materials conform to contract agreements, design criteria and department specifications. Maintains all records pertaining to above responsibilities and prepares routine reports on tests performed. Conducts the annual producer plant inspections and witness the annual calibrations.

Trains, instructs, and supervises other personnel in materials duties. Functions as a Materials Unit Quality Assurance Inspector responsible for several locations within the geographic area of the District and on occasion various sources in nearby bordering states. Performs project certification reviews to assure materials used are from approved sources and are tested as required.

Plans, assigns, prioritizes, and evaluates work of subordinates. Interviews and selects employees, evaluates employee performance, approves, or disapproves leave requests, initiates disciplinary action, determines subordinate training needs, coaches, and counsels employees, and resolves problems.

Performs other duties as required.

Safety:

5. Evaluate the contractor’s operations:
- Immediately stop any unsafe actions.
- Engage in an ongoing safety dialogue with the contractor’s leadership.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review.

This position interprets construction plans, specifications, contracts, standards, special provisions, and test methods as identified by ASTM’s, AASHTO’s and ACI’s (American Society for Testing and Materials, American Association of State Highway and Transportation Official’s and American Concrete Institute) on highway and bridge projects and maintenance operations pertaining to the materials that will be incorporated into state work and relays these interpretations to contractors, consultants, suppliers, district construction staff, materials staff and maintenance personnel. This includes making decisions on whether contractors and suppliers work is in compliance with department specifications and test methods. The position determines what issues can be resolved by the employee and when they need to be escalated to the Assistant District Materials Manager (next level supervisor) or the District Materials Manager for their interpretation.

The position is responsible for the day to day staffing decisions for the materials inspection staff such as assigning personnel to various operations and work assignments, determining the need for overtime to be worked, evaluating the effectiveness of subordinate inspection personnel, reviewing and approving documentation prepared by Materials Unit personnel, and providing or recommending training as necessary to assure inspection quality and promoting employee development.

The position reviews plant quality control plans in accordance with applicable state publications and specifications and makes decisions as to whether the submittals are in compliance with department procedures.
