Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Work performed includes: 1. Receives, reviews for completeness and accuracy applications received in the issuance of Workers' Compensation Insurance Policies, in accordance with the provisions of the Pennsylvania Workers' Compensation Law, the rules and regulations of the Pennsylvania Compensation Rating Bureau (PCRB), Coal Mine Compensation Rating Bureau of Pennsylvania (CMCRB), the Department of Insurance, the Bureau of Workers' Compensation, and SWIF policies and procedures. 2. Evaluates the application information received in the accepting, rating, and pricing of insurance risks in relation to payroll distribution, classification assignments, the application of experience modifications, construction credits, certified safety discounts, officer exemptions, premium discounts, ownership, subcontractor issues and coverage effective dates. 3. Gathers information and recommends the placement of insurance risks on Guaranteed Cost Plans, Retrospective Rated Plans, or Deductible Plans taking into consideration the financial interests of SWIF and the Insured. 4. Gathers information necessary for the completion of application processing and policy issuance through telephone contact, written correspondence, Underwriting Visits, and/or meetings with the Insured or his representative in house or at the employer's place of business. 5. Inputs all pertinent information onto the SMART System providing endorsements, policy reprints, loss analysis, and other policy information when requested by the Insured. 6. Responds to telephone and written inquiries from employers, provides information to Insureds, Brokers/ Agents regarding rates, groups, status of applications, complaints, billing, and other inquiries pertinent to the Insured's policy. 7. Reviews Interim Audits and Underwriting Visits. 8. Issues quotes. 9. Performs related work as assigned. 10. • Review and finalize – small and large policies and any renewals due 60 days prior to the renewal date. 11. • Manage premiums of $30,000 or greater which at any point could decrease resulting in a higher volume of work to maintain. 12. • Establish premiums for potential and current insureds on a case-by-case basis within the large policy underwriter’s authority level on commercial, commonwealth and coal accounts using schedule rating tables that are approved by the Pennsylvania Compensation Rating Bureau and the Pennsylvania Coal Mine Rating Bureau. 13. • Responsible to monitor and adjust premiums for each insured on open/ closed policies to reflect an accurate financial picture for SWIF. Evaluate total risk of the company in view of what the market will bear in terms of premium to obtain favorable business, which in turn helps the entire customer base and loss reserves within SWIF. This includes but is not limited to completing and maintaining large loss control reports, when necessary to justify large premiums. 14. • Manage, develop, and monitor Federal / State Black Lung policies, USL&H received from the insured. 15. • Obtain pertinent information needed to evaluate and recommend the placement of insurance risks on Guaranteed Cost Plans, various Retrospective rated plans or deductibles while factoring in the financial interest of SWIF and the Insured. 16. • Analyze and evaluate data from the insured to establish accurate premiums. 17. • On a daily basis, interact directly with the SWIF Loss Control Manager and explain and justify any discrepancies that pertain to the policy review and history. This is accomplished by completing and maintaining accurate records using a distinctive set of forms which are completed for large policies that require the review of loss control requests and/or loss control history. 18. • Responsible for completing the loss control survey worksheet with information and underwriting notes concerning the risk of the operations and what safety procedures the insured has in place which in turn helps determine the policy premium. 19. • Responsible for completing additional documents that pertain only to large policies, they are as follows. 20. • Large Policy Packet Worksheet (this is used to pull the policy folder and is forward to SWIF representative, who schedules an appointment with the insured for review the policy and endorsements), Large Policy worksheet, which is completed with all new large policies and large policy renewals which documents the losses vs. premiums, state any recommendations from a Loss Control Survey and used for the LC Manager in assigning out the survey. 21.• Assist in system analysis, testing, design, defect correction and solution and acceptance of underwriting processes within the new Guidewire / Software System. 22. • Utilize expertise, skills, and experience to make decisions that allow for a happy medium solution for the insureds while considering risk factors and ensuring an overall fair and effective workman’s compensation system. |

An Employee in this classification reviews and evaluates employer identification and descriptive information in determining appropriate and accurate coverage and rates a workers' compensation and employer's liability insurance policy to be issued by SWIF. Work is performed within the framework of the rules and regulations issued by the PCRB, the CMCRB, the Workers' Compensation Act, as amended, and SWlF policies and procedures. An important aspect of the work is assuring that all required employer information is complete and accurate by contacting employers and researching employer records. The work is reviewed by the Underwriting Technician Supervisor and Management Staff for quality and timeliness of Applications processed. |
