Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Specific duties include: 1. Directs, coordinates and integrates psychiatric services. 2. Assigns psychiatrists equitably to all patient areas in the delivery of psychiatric services and participates in providing services to meet individual patient treatment plan objectives. 3. Provides direction to all psychiatrists in the delivery of psychiatric services and participates in providing services to meet individual patient treatment plan objectives. 4. Develops policies and procedures governing the administration of all psychiatric services within the hospital. Interprets policies and procedures to hospital staff and coordinates the delivery of all psychiatric services within the hospital. 5. Supervises clinical and/or professional staff. Prepares and signs performance evaluations. Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability of employment. Approves leave, schedules work assignments, and authorizes or assigns overtime. 6. Reviews and evaluates the educational training needs of staff; plans and conducts training; demonstrates more efficient work methods; and arranges for further education and training. 7. Plans, supervises and participates in in-service training programs and demonstration of psychiatric treatment methods and techniques for hospital personnel. 8. Confers with and advises members of the medical staff and allied hospital personnel, agencies, relatives and other interested persons on the care, treatment and prognosis of patients. 9. Reviews reports of subordinate staff and prepares and maintains necessary administrative and clinical records and reports. 10. Attends and participates in Treatment Team meetings and conferences for the discussion of the diagnosis, management, treatment or discharge of patients. 11. Serves on hospital administrative and policy committees with other department heads. 12. Testifies as an expert psychiatric witness in legal proceedings regarding patients. 13. Serves on statewide committees requiring psychiatric expertise. 14. Reviews medical records periodically by following established guidelines in order to determine that the standards of reviewing agencies are being met. 15. Recommends other treatment options for patients who have not responded to treatment by providing and/or obtaining consultation in order to assure optimum treatment. 16. Acts as consultant to other members of this hospital or to persons or agencies outside of the hospital by establishing a harmonious working relationship with them in order to improve the continuity of care for patients. 17. Ensures that hospital policies and medical staff rules are followed by communicating changes to peers/subordinates in order to maintain quality care for patients. 18. Actively participate in administrative and medical staff meetings and hospital committees by providing input in order to maintain quality care for patients. 19. The Chief of Psychiatry has a working knowledge of CMS, Medicare and Medicaid standards and ensures that departmental subordinates also have that working knowledge. 20. Perform and direct Quality Improvement (Improving Organization Performance) activities in your department following CMS and Medicare standards in order to provide quality patient care. Utilize other members of your department as necessary. 21. Perform and complete all required reports by following established guidelines in order to document activities within your department. 22. Write orders for treatment and necessary studies of assigned patients, make daily rounds to observe these patients, perform necessary psychotherapy and counseling, and formulate treatment plans with the assistance of the Treatment Team by utilizing the tools of your training and experience in order to assure individualized quality patient care. 23. When necessary, perform capacity evaluations and participate in commitment procedures by following the recommended hospital guidelines in order to aid in quality care. 24. Be available for night and weekend coverage when assigned by complying with the On Duty policy in order to ensure continuity of patient care after regular working hours. 25. Perform other related duties and special projects as assigned in order to participate in activities related to patient care. The purpose and standards will be provided at the time of assignment. 26. Provide unit coverage when needed. 27. When acting as Team director supervise the completion and appropriateness of other discipline assessments, treatment planning conferences, discharge planning and post-discharge coordination of care by: A. Being knowledgeable of current professional/practice standards, facility regulations and policies, privileging requirements, and clinical skills necessary for the treatment of patients B. Understanding the skills of Team members and their additional discipline obligations in order to implement effective treatment interventions C. Possessing the ability to assess credentialing privileging and training requirements of Team members to assure they are adequate to the assigned tasks D. Assuring dignified and humane treatment of patients assigned to the Team i.e., assuring collaboration and coordination of service delivery among all service providers through effective communication including communication with their supervisors if required E. Directing the Team meeting and facilitating the planning process through defining the agenda, encouraging member input, priority establishment, care implementation and discharge planning F. Ensuring participation (as much as possible) of patient, family and advocate involvement in the treatment and discharge process G. Assuring the protection and the ongoing clinical appropriateness and monitoring of patients involved in clinical research program(s) H. Identifying care problems, outlining problem resolutions, and summarizing the treatment formulation for members of the Treatment Team I. Identifying the need and facilitating outside collaborative care in circumstances where in-house resources are not present for specific consultations, treatments or development of adaptive services J. Maintaining a record of points discussed when Team members are in disagreement about treatment and after adequate deliberation making the final clinical and/or administrative decision K. Refers matters of substantial disagreement to the Chief Medical Officer. 28. Maintains timely communications with other staff in order to keep abreast of clinical and non-clinical issues via e-mail and interoffice communications. 29. Utilize a recovery focused approach with patients. 30. Ensures subordinates utilize evidence-based best practices and follow nationally accepted clinical guidelines for quality patient care. |
Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. The Chief of Psychiatry evaluates and makes psychiatric care and treatment decisions on all patients under his/her care. He/she is responsible for deciding when to make referrals to supervisors or specialists. He/she is responsible for evaluating the quality of care of the employees he/she supervises and makes decisions on their ratings. The Chief of Psychiatry interprets and enforces hospital, departmental and personnel policy as well as CMS or other accreditation requirements. The Chief of Psychiatry deploys available clinical resources to assure that there is adequate psychiatric coverage. The Chief of Psychiatry renders consultation opinions to staff psychiatrists and psychiatric supervisors when requested. The Chief of Psychiatry is responsible for decisions regarding the transfer of patients from one unit to another. |
