This position in the Division of Cancer Prevention and Control supports the Division’s mission to reduce the burden of cancer for all Pennsylvanians by supporting cancer prevention activities addressing prevention including promotion of vaccines, screening, diagnosis and treatment, risk reduction, improving the quality of life of survivors and achieving health equity across the cancer continuum. This position supports the Pennsylvania Cancer Coalition (PCC) and other statewide cancer control partners' implementation efforts of in support of implementing the CDC NCCCP and HP 2030 goals and objectives and the goals and strategies identified in the Pennsylvania Cancer Control Plan (Cancer Plan). |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Category: PROGRAM MANAGEMENT Assists in the preparation of grant applications and annual/interim progress reports as assigned. Supports the program's implementation of state and federal grants and annual program workplan. DUTIES: 1. Write and coordinate grant applications for submission to CDC Funding Opportunity Announcements and other grant funding opportunities related to Comprehensive Cancer Control program goals. 2. Negotiates and administers grants and contracts for Comprehensive Cancer Control and monitors associated workplans using program calls, reports and other relevant monitoring and evaluation tools. 3. Identifies evidence-based strategies and develops measurable goals to meet program health targets. 4. Prepares appropriate routine reports as assigned on behalf of the PA CCCP, Division of Cancer Prevention and Control for CDC, state, and other required reporting agencies. Prepares reports in the appropriate format by the required internal and external workflow deadlines. Supports the CCCP, PA-BCCEDP and PCR Collaborative in maintaining a multi-sectoral statewide cancer coalition responsible for identifying cancer priorities to create and implement a statewide cancer control plan to inform cancer control efforts in Pennsylvania. DUTIES: 1. Uses evaluation data to identify coalition strengths and weaknesses, coalition geographic, sectoral and population of focus representation 2. Works with leadership team and evaluation staff to create and implement strategic plan for coalition membership recruitment and community engagement 3. Maintains and updates PCC membership roster and profiles, 4. Provides new coalition member onboarding and support. 5. Plans, coordinates, and conducts educational and training activities. Develop training, reference materials, and workshops for coalition and community members and coalition activities. 6. Facilitates and manages communications between the PA CCCP, PCC and other state agencies and partners through email, newsletters, and other small media formats. 7. Assists in the creation and dissemination of PCC and CDC informational products, papers, and reports to coalition members. 8. Establishes partnerships and collaborate with the health department administrators, legislators, heads of health plans, hospitals, physicians’ health organizations, related businesses, academic institutions, and community-based organizations to promote coalition’s mission and goals. Category: COMMUNICATION MANAGEMENT Manages the overall development and dissemination of communications related to the PA CCCP and PCC state cancer control activities and Cancer Plan implementation for the Division of Cancer Prevention and Control. DUTIES: 1. Performs state and national level environmental scans related to cancer policy, health equity, cancer risk reduction and environmental justice issues. 2. Creates content using printed, electronic, and verbal communications, including social media, to promote cancer control initiatives. 3. Distributes mass information including articles and reports on the status of major initiatives for distribution to cancer division staff, PCC, public and special interest groups using electronic and print media. 4. Prepares correspondence, presentations and other written or oral materials on behalf of management, PCC, Workgroups, or other internal/external stakeholders. 5. Oversees the ongoing and strategic dissemination of information through professional newsletters, journals, and social media. Identifies new outlets for disseminating information. 6. Communicates state-level calls to action and advocacy opportunities to PCC members. 7. Provides updates to the PCC and Department of Health web pages using updated information to promote accurate and timely cancer control information. Category: ADVISORY/TECHNICAL SUPPORT Provide technical support to the PCC Workgroups and Subcommittees, as assigned, to implement strategies associated with the Cancer Plan goals that are being implemented. DUTIES: 1. Attends and participates in DOH, CDC, and other trainings and workshops to continually broaden knowledge and expertise of current state and federal cancer control priorities, trends, PSE strategies, EBI's and comprehensive cancer control program and cancer coalition best practices. 2. Maintains proficiency in DOH and division software programs required to perform program communication and activities. 3. Participates in meetings of the workgroups and subcommittees to provide DOH/CDC program input into decision-making. 4. Coordinate and facilitate coalition meetings and communicate effectively with members to promote collaboration, negotiation, and problem-solving. 5. Continually maintain and develop content for the coalition website and newsletters. 6. Directs and assists PCC to engage in advocacy action that promotes the coalition's mission by developing position statements, reviewing and recommending endorsements of policies, and advocating for policies/legislation at the state/federal levels. 7. Continuously evaluates coalition effectiveness and coalition strategic plan. 8. Reports and presents coalition progress and program findings through publications and presentations Category: CONTRACT MANAGEMENT Manages comprehensive cancer control initiatives to ensure adherence to project goals. DUTIES: 1. Establish relationships with key internal and external organizations based on CDC program requirements to implement the activities of the project. 2. Develops memoranda of understanding, interagency agreements and/or cooperative agreements to improve coordination and delivery between public health-related services systems. 3. Maintain an ongoing relationship with contractors and subcontractors based on the Pennsylvania Comprehensive Cancer Control Program guidelines and CDC program requirements to implement the activities of the project 4. Monitor contractual relationships through the review of periodic reports and on-site visits to determine if contractual work statements are being met. 5. Evaluate program compliance using federal CDC guidelines to ensure program goals are being met. 6. Monitor invoices and expenditures in accordance with state and federal guidelines to ensure funds are being expended appropriately. HEALTH EQUITY: Demonstrates awareness of the vulnerable populations the organization serves by identifying, providing, and advocating for resources, services, communication methods, and policies that would help those populations achieve health equity. DUTIES: 1. Complies with department and bureau Health Equity policies. 2. Uses data and survey information to identify gaps in PCC membership that focus on priority populations identified in the state cancer plan. Works with PCC membership to develop annual workplans and strategies to increase reach to priority populations. PUBLIC HEALTH EMERGENCY RESPONSE: This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advanced notice and may continue for any time period ranging from a few hours to several weeks, depending upon the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for periods of time.
