Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position, in the Division of Cancer Prevention and Control, Bureau of Health Promotion and Risk Reduction, supports the Pennsylvania Department of Health's mission to promote healthy behaviors, prevent disease, reduce health disparities, and improve health outcomes for all Pennsylvanians through the planning, administration, and implementation of evidence-based cancer prevention and control strategies. This position supports the Pennsylvania Cancer Coalition (PCC), and statewide cancer control partners in implementing the Centers for Disease Control and Prevention's National Comprehensive Cancer Control Program (NCCCP) priorities, Healthy People 2030 objectives, and the goals and strategies identified in the Pennsylvania Cancer Control Plan. This position serves as the Comprehensive Cancer Control Coordinator for the Pennsylvania Comprehensive Cancer Control Program. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Program Management Gathers evidence and data from reputable sources, including but not limited to the Centers for Disease Control and Prevention (CDC), National Cancer Institute (NCI), United States Preventive Services Task Force (USPSTF), Healthy People 2030, peer-reviewed journals, and other evidence-based resources to inform cancer prevention and control strategies. Leads the development, implementation, administration, and monitoring of assigned Comprehensive Cancer Control initiatives, including the establishment of program goals, objectives, and work plans. Establishes and maintains effective working relationships with federal, state, and local partners, healthcare providers, advocacy organizations, academic institutions, community-based organizations, contractors, coalition partners, and stakeholders to support implementation of Comprehensive Cancer Control Program objectives Maintains a current understanding of cancer prevention, screening, survivorship, health equity, social determinants of health, and emerging cancer control trends to inform program development and implementation. Demonstrates awareness of vulnerable populations disproportionately impacted by cancer by identifying, providing, and advocating for resources, services, communication methods, and policies that advance health equity. Reviews policies, procedures, regulations, and federal funding requirements and interprets guidance to support program implementation and compliance. Analyzes cancer-related legislation, policies, and public health initiatives and prepares analyses and recommendations using Department-approved formats. Coordinates implementation of the Pennsylvania Cancer Control Plan and collaborates with stakeholders to identify and implement evidence-based interventions that address cancer prevention, screening, treatment, survivorship, and health equity. Supports the Pennsylvania Cancer Coalition and facilitates coalition activities, workgroups, strategic planning, membership engagement, and community partnerships. Recommends resource allocation and funding opportunities to support program goals and objectives. Assists in the preparation of grant applications and annual/interim progress reports as assigned. Supports the program's implementation of state and federal grants and annual program workplan. Negotiates and administers grants and contracts for Comprehensive Cancer Control and monitors associated workplans using program calls, reports and other relevant monitoring and evaluation tools. Develops performance measures and target metrics to assess progress toward program goals, Cancer Plan objectives, and federal reporting requirements. Assesses program effectiveness and recommends modifications to improve outcomes and enhance program impact. Evaluate policies and programs using health equity frameworks to ensure disproportionately impacted populations are identified, considered, and included in implementation efforts. Uses surveillance, coalition, and program data to identify gaps and opportunities for improving cancer prevention and control activities across Pennsylvania. Communication Coordinates with federal, state, and local partners to communicate program requirements, priorities, and accountability measures. Develops communication plans, reports, newsletters/bulletins, educational materials, presentations, and dissemination products to share program accomplishments and outcomes. Educates partners, stakeholders, coalition members, healthcare providers, and the public on cancer prevention, screening, survivorship, health equity, and evidence-based cancer control strategies. Participates in meetings with funders and national partners to provide program updates and obtain technical assistance. Prepares professional presentations, talking points, correspondence, reports, and educational materials to communicate cancer control information to diverse audiences. Maintains and updates program and coalition communication platforms, including websites, newsletters, social media, and electronic communications. Serves on committees, advisory groups, task forces, and workgroups as assigned to support program objectives and strengthen statewide collaboration. Contract Management Oversees selection and monitoring of contractors, grantees, consultants, and partners supporting implementation of Comprehensive Cancer Control initiatives. Negotiates, administers, and monitors grants, contracts, cooperative agreements, and memoranda of understanding using status calls, reports, site visits, and performance measures. Develops grant agreements, contracts, work statements, program narratives, budgets, amendments, and other procurement documents in accordance with Department requirements. Monitors invoices, expenditures, and budget activities to ensure compliance with state and federal fiscal requirements. Develops and recommends corrective action plans when necessary and monitors implementation to ensure compliance and continuous quality improvement. Public Health Emergency Response This position may be assigned to responsibilities in support of the Department of Health's public health emergency response mission. Emergency assignments may occur with little or no advance notice and may continue for varying periods depending upon operational needs. Assignments may require travel and work at locations other than the employee's assigned headquarters. Demonstrates awareness of the vulnerable populations the organization serves by identifying, providing, and advocating for resources, services, communication methods, and policies that support health equity. Uses data and stakeholder input to identify gaps in coalition representation and cancer control activities affecting priority populations identified in the Pennsylvania Cancer Control Plan. Supports implementation of strategies that reduce cancer disparities and improve access to cancer prevention, screening, treatment, and survivorship services. |

Supervisor periodically reviews on-going work progress and results of some assignments. New assignments are performed independently based on knowledge of standards and procedures. B. Professional.
