Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves as an assistant examiner and participates in the examination of financial depository institutions within the Commonwealth to ensure compliance with established laws and regulations and sound management practices.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Travel to various financial institutions locations within and outside the Commonwealth to participate in the process of an examination.

Participate in a variety of formal and on-the-job training assignments, attend training seminars and study training materials to develop competency and skill in examining the records, operations and procedures of financial institutions.

Assists in the completion of an examination under the supervision of an EIC and conducts a review of trust departments of banks and non-depository trust companies.

Review and analyze the institution’s records to determine compliance with the institution’s charter/articles and bylaws, the Banking Code of 1965, the Department of Banking and Securities Code, and other applicable laws and regulations.

Review and analyze trust documents and trust activities for compliance with applicable federal and state laws and regulations and fiduciary standards.

Review and analyze the institution’s written policies and procedures governing its activities.

Review Board of Directors and Committee meetings minutes for documentation of policy and operating procedures and to determine adequacy of board oversight.

Review common trust funds and collective investment funds. Obtain and review audits of the funds.

Review a selected number of trust account files. Evaluate trust account documentation and account review procedures.

Obtain statement of trust company or trust department assets as of the examination date and make such examination as is appropriate based upon the type and extent of business conducted.

Reconcile the capital account of trust companies, balance trust subsidiary accounts to trust control figures, and review investments and verify those held under safekeeping arrangements.

Review correspondence with the institution’s legal counsel to determine if actual or potential litigation or contingent liabilities exist and the effect on the institution.

Review trust company investments, prepare a list and reconcile totals to the general ledger. Evaluate investment policies and procedures.

Prepare current statement of condition and operations. Make a comparative analysis of the institution’s current operating results and its own prior operations.

Prepare lists of exceptions identified during reviews. Discuss results of reviews with management and prepare required work papers and report comments.

Evaluate the institution’s management, operations, internal controls, and audits, earnings, compliance, and asset management.

Discuss with management and/or the Board of Directors all findings, violations of law, accounts and matters subject to comment and criticism, material problems identified, and negative financial trends on an ongoing basis and when concluding the examination.

Make recommendations to improve accounting and operational procedures. Solicit and record management’s response.

Complete assigned portions of reports of examination and comments using a personal computer through department systems and examination related computer software, within the set schedule.

Interpret rules, regulations, policies, standards, and objectives of the Department and the Bureau (specifically Trust Supervision) or examination program.

Operate Bureau business equipment and software as needed.

Adhere to rules, regulations, policies, standards, and objectives of the Department and the Bureau.

Perform related duties as required.

Decision Making:

Discuss findings with the Senior Financial Institutions Examiner and/or supervisor. Employee functions with some independence under the supervision of the Bureau Director and/or Program Manager and under the mentoring of the Senior Financial Institutions Examiner. Performance is reviewed through personal contact/discussions with the EIC, review of submitted written reports or other work products and work papers, and attendance at meetings with management of the financial institutions.
