Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The employee occupying this position is responsible and accountable for providing financial assistance through the payment of residential utility bills under the Low-Income Home Energy Assistance Program (LIHEAP) in accordance with Federal and State regulations. A major portion of the work is devoted to the routine processing of initial applications and resolving heating emergencies of households in crisis. The incumbent carries out the following tasks under the close supervision of an IMCW Supervisor and LIHEAP Manager.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Interviews applicants to gather and ascertain eligibility for benefits under the Energy Assistance Program.

Validates data by verifying, as applicable, utility allowances for Section 8 housing, heating expenses, income, and any other requirements per regulations to validate the need for home energy assistance.

Data enters information received on applications for LIHEAP benefits and their accompanying verifications.

Determines accuracy of computer results.
Contacts vendors, employers and other individuals to verify application data when necessary.

Calls vendors to verify benefit amounts and arrange delivery of heating source.

Reviews electronic files of current recipients to verify accuracy of information submitted on the application.

Uses a computer database, electronic notifications, and Workload Dashboard to review and prioritize work assignments.

Provides customer service by answering LIHEAP related questions and assisting with application completion.

Uses telephone, personal computer, copier, printer, FAX machine, scanners, paper shredder and any other office equipment as deemed necessary.

Discusses general Energy Assistance procedures, issues impacting job functions and suggestions for improvement of overall job performance with their Supervisor.

Attends training classes and reviews program regulations to assist in the processing of applications.

Performs related job duties as required.

ESSENTIAL JOB FUNCTIONS
ENERGY ASSISTANCE WORKER

• Frequently moves throughout an office to perform daily job functions.
• Travels to other work sites as required.
• Frequently files and transports files, work documents, etc., throughout the work site.
• Constantly operates various types of office equipment such as; but not limited to, personal computers, copy machines, fax machines, data entry devices, scanners, carts, telephones, etc.
• Constantly interacts with employees, customers and management while frequently simultaneously utilizing various computer applications.
• Constantly uses computer applications to generate written communication by utilizing forms, memos, emails, narratives, etc.
• Constantly communicates effectively, both orally and in writing, with staff, clients, and public.
• Constantly learn and appropriately apply policies, procedures and regulations pertaining to LIHEAP programs.
• Constantly obtain, assemble, analyze and evaluate information to determine eligibility for LIHEAP benefits.
• Frequently perform mathematical calculations to determine eligibility for LIHEAP.
• Frequently learn job related materials through various media and teaching methods.
• Constantly interact objectively and with sensitivity to employees, applicants, customers, management in stressful or difficult situations.
• Assigned work duties are performed in a controlled office environment.
• In counties with District Offices, employees may be reassigned to different worksites due to operational needs.
• Frequently-constantly, sitting on an adjustable chair for extended periods of time; may stand as desired.
