Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The Waterways and Wetlands Program Manager is, directly and through subordinate supervisors, responsible for the following: • Establishes goals, objectives, and work priorities and evaluating the effectiveness of the Waterways and Wetlands Program in the Northwest Regional Office. • Plans and organizes the work of the Permitting and Conservation, Restoration, and Inspection Sections, determining work flow, reviewing work performance, evaluating employee performance, preparing and signing Performance Evaluation Reports, interviewing and recommending employee selection, receiving and resolving employee grievances and complaints, approving leave requests, evaluating training needs of subordinates, and demonstrating more efficient work methods to subordinates, and suggesting new General Permits. • Manages the Northwest Region’s permitting process for the Chapter 102 and 105 programs. • Reviews and approves or denying permit applications under the Chapters 102 and 105 regulations. • Coordinates the internal activities of the Waterways and Wetlands Program to insure they are working towards the attainment of established goals and objectives. • Coordinates complaints, compliance, enforcement, and other activities with the Farm Bureau, NRCS, and the County Conservation Districts. • Meets with applicants, municipal and county officials, and the public regarding inspections, investigations, permitting, compliance, and enforcement activities, and the Waterways and Wetlands Program and Department’s functions, rules, regulations, policies, and procedures. • Assures all staff in the Waterways and Wetlands Program follow the policies of the Department, including but not limited to, the Permit Decision Guarantee and all applicable technical Standard Operating Procedures. • Implements administrative Standard Operating Procedures (SOPs). • Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct. • Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives. • Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues. • Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems. • In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness. • Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements. The Waterways and Wetlands Program Manager will more specifically: Perform the full range of supervisory functions. Establish clear and measurable performance goals for Section Chiefs, and work through Section Chiefs to ensure that clear and measurable performance goals are established and communicated to all staff within the Waterways and Wetlands Program. Ensures that cases are coordinated among Sections, and among all relevant regional programs and partner agencies as appropriate, to provide effective use of statutory and regulatory authorities and assistance programs to accomplish appropriate outcomes. Reviews and approves settlement proposals for enforcement cases for uniformity and appropriateness of action taken. Reviews and comments on draft rules, regulations, policies, procedures and guidance as requested. Reviews and analyzes reports to assess work being performed, program trends and program effectiveness; conduct program evaluation; and provide advice to staff on unusual or difficult technical and managerial problems. Prepares budget and rebudget requests for organizational sections. Testifies as a witness before District Magistrates, County Court, Commonwealth Court and the EHB. Provides information and represent the Department, Region, and program to permittees, federal officials, other Commonwealth agencies, municipal officials, consultants and the public regarding the Waterways and Wetlands Program. Interpret rules, regulations, policies, procedures, standards and objectives of the organization or program for subordinates. Interfaces with Central Office and other Field Offices on programmatic issues to ensure consistency across the Commonwealth. Meets or exceeds performance metrics. Manages the permitting workload by analyzing PowerBI data and other tools to assess the status of pending permit applications. Takes appropriate measures to process permit applications timely and consistent with standard operating procedures while preventing a permitting backlog.
