Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The person in this position will participate in a one-year, on-the-job training program to learn the duties of a Civil Engineer (General) in the California District Mining Office which include the review of coal underground permit applications, coal preparation plants, and coal refuse disposal facilities and their associated NPDES permits in the bituminous region of Pennsylvania.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Reviews individual portions of applications for regulatory compliance for coal refuse, coal preparation, and underground mine applications related to surface activity sites.
Provides engineering review of surface activities associated with Mining Permit Applications for all underground bituminous coal mining operations in Pennsylvania.
Reviews aspects of the design of civil and environmental engineering projects. Responsible to review, for regulatory compliance, accepted engineering practice, certain technical, and administrative aspects, under the supervision of a licensed professional, of those applications which may include some or all of the following:

- structural and hydraulic analyses of the erosion and sedimentation control
- acid mine drainage treatment system design, including conventional and passive systems
- Title 25, Chapter 105 reviews of wetlands, dams, encroachments, culverts, bridges, stream relocations, and stream enclosures
- mine sealing plans (coordinate with a hydrogeologist if necessary)
- reclamation plans for new and existing sites
- post-mining land use
- structural stability analysis of mine spoil and high hazard pond/refuse pile embankments utilizing various predictive models
- evaluates testing procedures and test data results related to the engineering properties of refuse and soil
- mine opening designs (coordinated with Mine Safety, MSHA, and a hydro- geologist if necessary)
- waivers and variances
- bio-solids (sewage sludge) and coal ash
- other aspects of the application as required by the supervisor

Participates in joint application reviews with a hydrogeologist, Mine Safety and Health Administration, Mine Safety, Dam Safety, Waterways, Engineering and Wetlands, Waste Management, Mine Conservation Inspectors, Fish Commission, Game Commission, Army Corps of Engineers, EPA, U.S. Fish and Wildlife Service, Historical and Museum Commission, PennDOT, and other people and agencies who have interest in the application; attend meetings with consultant and applicant; attend conferences in response to objections; surveys site to be affected by the mining activity; provides comment to the co-reviewers that the applicant provide additional information, revisions or clarifications that are necessary for the mining activities to meet the requirements of applicable laws, regulations, and Departmental policy.

Participates with section members in the review of applications for new mines, permit transfer applications, permit renewal applications and revision applications. Responsible for review of certain technical aspects of the application.

Verifies that the sites, based on established permit requirement, conforms to the approved permit plans upon final reclamation. Attends field reviews with mine conservation inspectors regarding bond release on sites as necessary.

Processes "Coal Exploration Notices" and reviews "Pond Certifications" for compliance with approved plans.

Evaluates refuse facility "Quarterly Engineering Certifications" for compliance with the engineer's design requirements, including the review of required certification testing, based on established permit requirement.

Reviews testing protocols for refuse disposal facilities related to certification of facility design and construction.

Evaluates natural and synthetic liner systems for coal refuse disposal areas, coal stockpile areas, or water treatment facilities based on established permit requirement.

Reviews the underground mine plans as they pertain to the construction of surface facilities associated with underground mining, coal refuse disposal, and preparation plant facilities. Reviews subsidence prediction modeling and develops parameters for model input for accuracy.

Investigates noise complaints and provides detailed noise survey reports.

Accompanies inspectors and inspector supervisors, when requested and in attendance with a senior engineer, surveys or engineering evaluations of implemented controls for compliance with approved plan criteria and reviews mine sites in the field to ensure the intent of design is being met. Attends conferences with appropriate agency personnel, consultants, and company representatives. Coordinates construction activities, explains Departmental policies, and resolves conflicts concerning the interpretation of plans and technical specifications. Resolves design problems with appropriate parties.

Attends preliminary meetings with industry and engineering consultants regarding acceptable design parameters and course of action required for developing mining activity permit application plans.

Collects information and data from applications, engineering consultants, literature, field reconnaissance, testing and other sources to determine the adequacy of certain aspects of the permit application.

Assists in developing mine restoration plans for abandoned coal refuse disposal facilities with senior staff members. The work includes:

- site evaluation and inspections
- scope of work determination
- engineering calculations
- equipment selection
- reclamation cost estimation

Reviews full cost bonding calculations for site reclamation and water treatment costs for recommendation the immediate supervisor.

Assists engineer review and processing of Bureau of Air Quality GP-12 permit applications.

Promotes the Departments Mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
