Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is located in the Division of Third-Party Liability within the Bureau of Program Integrity. The incumbent in this position is responsible for screening for appropriateness, completeness, and urgency all new incoming correspondence relating to Casualty (personal injury), Estate Recovery, and other such requests sent to TPL. The correspondence equates to many thousands of requests per week and can be in the format of paper mail, fax, electronic fax, email, web portal, and phone (hotline). To complete a proper review of each request the Clerical Assistant 3 must utilize complex decision-making skills to determine what the result of each request should be. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Research, analyzes, and evaluates information on Promise, CIS, TPL Casualty Work Bench and other related data bases to compile, compare and/or retrieve required data to perform TPL functions. Responsible for research and analysis of information pertaining to the Personal Injury Program by using Federal and State laws, regulations, and policies. Corresponds verbally and in writing with attorneys, recipients, insurance companies, nursing home facilities, county assistance offices and other outside entities to obtain additional information needed, respond to inquiries on case status and program requirements. Respond to TPL lien inquiries from recipients, their legal representatives, CAO's insurance companies, land title companies and other outside agencies. Independently determines the type of case, MA applicability, number of claims paid, whether a case needs to be opened and creates appropriate No Recovery letters when applicable. Types other casualty letters. Works cases to be opened from the Web Portal. Responsible for compiling complex client data to the agents/investigators for their use in negotiating final settlement of a claim. Maintain a standard method of case assignments of Agents/Investigators which results in controlled and equitable case workloads. Responsible for processing all MCO and Casualty check cases. Perform global searches in Promise checking if casualty cases are already assigned and prepping such cases for scanning. Prepares all new cases for scanning; scans casualty; maintains scanning equipment. Gather, research, and distribute as appropriate all incoming faxes, delivers mail. Scanned documents, paper files and checks to appropriate agent, investigator, supervisor or director. Maintains file room (i.e. pulling files and filing folders, purging old files, creating file folders and out guides). Uses independent analysis when answering and returning dedicated hotline calls. Provides information regarding the Third Party Liability Casualty and Estate Programs. Answers questions program related questions and assists with completion of Casualty and Estate Program related forms. Performs other duties as required |
