Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is a professional position in the field of environmental sanitation and public health protection related to the statewide Safe Drinking Water (SDW) Program. The employee in this position develops, coordinates, implements and evaluates all statewide field operations assessment activities; including surveillance, compliance, enforcement, data management and operational evaluation activities conducted under the SDW Program to assess and ensure a uniform, timely and appropriate implementation of the program’s requirements. This employee interprets assignments, rules, regulations, procedures; and provides technical assistance to employees, county health department staff, federal and other state agencies, members of the regulated community and their professional organizations, and the public relating to the above aspects of the SDW Program. This employee also represents the Commonwealth at meetings and conferences relating to the above duties and dealings with the public and professional organizations, Commonwealth agencies, federal officials and officials from other states. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Specific Duties include: 1. Developing, implementing and evaluating the surveillance, compliance, enforcement, data management and operational evaluation elements of the Commonwealth’s statewide SDW Program to assess the effectiveness of established technical procedures and guidelines. This includes, but is not limited to, inspections, sanitary surveys, waterborne disease or other investigations, self-monitoring compliance and follow-up, quality assurance/quality control of water samples, quality assurance/quality control of data elements located in the various departmental data management systems, and progressive enforcement efforts used to return violators to compliance. 2. Developing new and revised regulations, rules, policies and procedures governing operation and maintenance, monitoring and reporting, surveillance, compliance, enforcement, public notification, data management and emergency response requirements for public water systems. This includes assisting in the coordination of modifications and enhancements to the data management system that are needed as a result of regulatory changes, federal reporting changes and program management demands. 3. Reviewing and auditing data entered into the Pennsylvania Drinking Water Information System (PADWIS) or the Environment, Facility, Application, Compliance Tracking System (eFACTS) by field staff to identify data quality problems affecting, but not limited to, GIS data, the sample analysis file, the inventory file, compliance determinations, and enforcement responses and invalid potential violations. This includes preparing reports that identify deficiencies and providing recommendations for correcting them. 4. Reviewing SDW Program and/or other Bureau information, such as GIS, through data base queries to conduct analyses, generate reports or maps, and assist in the determination of trends in compliance and program planning. This may include identifying sources of additional data, such as external GIS information, and integrating that data after validation into the analyses, reports, etc. 5. Training field staff on the proper techniques, equipment, methods and skills needed to satisfactorily perform surveillance, compliance follow-up and enforcement activities. 6. Training field staff and the regulated community on new regulations and other technical topics to improve implementation of, and compliance with, the drinking water program. 7. Preparing various SDW Program compliance and enforcement activity reports for the EPA and others. These reports identify trends, analyze problem areas and propose corrective actions to improve the effectiveness of and compliance with the SDW Program. 8. Preparing letters, memoranda, reports and correspondence to exchange information with public water suppliers, governmental officials, the employee’s supervisor and the public. 9. Developing knowledge and skill in the use of PADWIS, eFACTS, SDWINS, and other appropriate software products for the retrieval and evaluation of drinking water data and the preparation of maps to visually present some or all of that data. 10. Participating in meetings, conferences, hearings and other public forums to explain a variety of existing and new state or federal regulations. 11. Interpreting statutes, rules, regulations, guidance, standards and objectives for Section, Division and Bureau staff. 12. Until such time that compliance is automated in PADWIS for the man-made radiological parameters (gross beta, strontium-90, tritium, iodine-131), this position reviews the results reported, on at least a quarterly basis, and manually determines and tracks compliance with the monitoring and MCL requirements. 13. Working with EPA Region III staff to perform data/file audits to address the unique features of the SDW Program’s electronic data management system (PADWIS). 14. Conducting regional and district office data verification and surveillance audits on a continuing basis. 15. Traveling as needed, including overnight travel, to participate in meetings and conferences and/or to deliver training to field staff and the regulated community. 16. Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives. 18. Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues. 19. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems. 20. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness. 21. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements. 22.
