Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The employee in this job is responsible for strategic planning, policy development, and management of the licensing and alcohol education functions within the PLCB. Work involves serving as an advisor to the Executive Director (ED) and Board on all technical regulatory issues; conferring with the ED and Board regarding the formulation of new policies and directives; and researching and reviewing programs and legislation to develop executive policy recommendations that will enable the PLCB to be an industry leader. Work also involves serving as the primary administrator providing guidance, leadership, and vision, and setting the goals and priorities for all assigned areas; meeting with elected state representatives; representing the Agency and making presentations to various industry groups; and interacting on behalf of the Agency with attorneys and local elected officials. Plans and directs, through subordinate bureau directors, the licensing and alcohol education functions. Advises the Executive Director (ED) and Board on matters of regulation, policy, and educational programs. Develops policies, procedures, and regulations for licensing programs under the PA Liquor Code, and a comprehensive program of public and industry outreach dedicated to alcohol related problems. Reviews and recommends new legislation and changes to existing legislation affecting regulatory and alcohol education, training, and alcohol-related programs. Interprets existing policies and procedures and resolves policy and administrative questions. Directs the administration of workforce planning activities and coordinates the staff development program designed to meet present and anticipated workforce requirements. Directs studies to gather data which serves as a basis for improving administrative and operational methods and practices. Represents the Board at conferences and meetings. Performs the full range of supervisory duties. The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements. Performs related duties as required. |

This position exercises a high degree of discretion in carrying out its duties. Work is performed with considerable independence within the framework of Board policies, the law and regulations. Work is performed under general collaboration with Chief Counsel, Executive Director, and the Board. This position attends conferences, reviews and creates reports, and determines effectiveness of results. |
