Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The incumbent is responsible for the effective and efficient operation of the Fire Company Emergency Service Grant Program (FCEMSGP) and assisting with administrative functions in other programs within OSFC. This includes professional and administrative work related to the administration and control of all aspects of the FCEMSGP. This professional position is responsible for a variety of administrative and operational duties and other office assignments. The primary program will distribute 30 million dollars annually statewide to fire, rescue, and EMS companies. The incumbent is responsible reviewing and approving grant applications as well as providing technical assistance for the FCEMSGP grant applications. This position is also responsible for reviewing grant agreements and auditing final report documents accounting for awarded grant funds. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Provides information about the FCEMSGP grant program in response to telephone, e-mail, and other written inquiries. Review and analyze grant applications for completeness, correctness, and legality through precedence of projects under the program laws, policies, and guidelines. Review grant applications to ensure banking information matches information listed in Department Maintenance and their Vendor Data Management Unit (VDMU) file in SAP. Complete CRP checks and upload CRP Certificates to grant applications. Upload the appropriate fire or EMS request-for-alternate-payment-form to grant applications. Reviews Final Report documentation to ensure grant projects meet the parameters of the FCEMSGP program laws, polices, and guidelines. Review and approve grant project modification requests for completeness, correctness, and legality through precedence of projects under the program laws, policies, and guidelines. Review and process contact changes for grant applications, ensuring the new contact can access the grant application and have the ability to sign both the grant agreement and final report submission. Corresponds with grant recipients via email and phone ensuring that all required grant documentation is received, is accurate, and comprehensive. Originate and/or reply to correspondence and/or telephonic communications related to grant applications and provides other professional support as directed. Maintain records on the status of grant applications. Assists in developing guidelines and forms governing the FCEMSGP. Assists all program areas of the OSFC during periods when workflows cause large volumes of email, telephone, and other communication. Serves as the back-up for sorting, scanning, and distributing incoming mail to the appropriate program area when necessary. Provides interpretation of program laws and guidelines to local government officials, members of the legislature and other involved parties. Updates and maintains agency databases pertaining to the FCEMSGP. Makes recommendations and/or changes to enhance the operation of the databases. Provides technical assistance to applicants ensure compliance with program laws, policies, and guidelines promulgated by the Commonwealth and advises them on program procedures. Performs related work as required. EMERGENCY ASSIGNMENT Performs a task to be assigned during periods of emergencies. Such task may differ from normal day-to-day routine. These emergency assignments are at times received with little or no advance notice and may last for any period of time ranging from a few hours to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less than favorable) conditions and may require travel to a disaster site for a short or extended period of time. |
