Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for providing specialized, professional counseling and care for the rehabilitation and social development of court committed adjudicated delinquent residents in the youth development center/youth forestry camp (YDC/YFC) system. Supervises the resident group in rehabilitative treatment, education, recreation and social development programs in accordance with the Department of Human Services, Bureau of Juvenile Justice Services and agency policies. This position reports directly to the designated Youth Development Counselor Supervisor.

Description of Duties:

Provide security by maintaining constant vigilance through the direct supervision of residents in order to provide a safe living environment, which includes the prevention of harmful behaviors by residents towards self or others.

Ensure the safety and security of employees, residents and the community by preventing residents from absconding.

Maintain order and discipline by intervening with residents through active supervision, responding to emergencies and employing the least restrictive intervention technique in order to prevent escapes, control inappropriate behavior and maintain a safe and secure environment.

Search residents and any and all areas for contraband.

Escort and supervise residents to and from various activities, clinics, appointments and visits on and off grounds.

Know, follow and support all Bureau of Juvenile Justice Service’s and facility policies, procedures, philosophy and guidelines.

Adhere to all federal, state and agency regulations, policies and procedures governing confidentiality.

Adhere to all federal, state and agency regulations, policies and procedures governing the Health Insurance Portability and Accountability Act (HIPAA).

Provide instruction and guidance to residents in developing (1) proper and acceptable behavior and (2) competencies in their daily activities to include but not limited to: pro social skills, moral reasoning, academic, workforce development skills and job training, independent living skills and life skills.

Provide guidance in social and emotional growth by role modeling pro-social values and ideals in order to provide insight into more responsible behaviors to elicit a genuine desire to change.

Apply the principles of Balanced and Restorative Justice (BARJ) and consider these principles during the development of case management plans and other work situations as required.

Prepare, submit incident reports through the JJACS System.

Develop and implement a case management plan for all residents on assigned caseload in accordance with the Master Case Planning System (MCPS) guidelines, by performing the following:

- Gather and update information to assess and complete the residents’ social and
delinquent history.
- Assess residents’ strengths and weaknesses.
- Develop and update as necessary the residents’ individualized treatment plan.
- Communicate the status of residents through verbal and written notification according
to MCPS and agency policies.
- Provide treatment through conducting individual, family and group counseling
sessions.
- Attend meetings, conferences and reviews.
- Act as liaison with family, juvenile justice authorities, local education provider and
aftercare service providers as required.
- Ensure the case management plan reflects the vision and furthers the goals of the child’s overall probation plan, linking placement decisions, interventions and post-release expectations.
-Ensure regular and timely communication with residents’ families, probation departments and other involved parties.
- Ensure the case management plan includes specific, measurable, attainable, realistic and time limited goals.
- Represent residents at court reviews by reporting on residents’ progress, or lack thereof, in their treatment plans.
- Develop release and aftercare plans that address the child’s activities related to accountability, competency development, permanency, well-being and safety.

Ensure timely submission of paperwork and necessary reports. Proofread and ensure quality of paperwork before forwarding to the YDC Supervisor.

Develop, revise, and facilitate, (under the direction of immediate supervisor), competency and treatment group curriculums to include but not limited to Balanced and Restorative Justice Philosophy, which reinforces accountability, community protection and competency development.

Provide specialized individual counseling to residents as needed.

Document residents’ progress in groups and individual counseling via Data Assessment and Planning (DAP) notes and/or Competency Development File notes.

Complete Monthly Reports, Court Reports and Discharge Summaries as needed.

Collect and record data for outcome based measures.

Encourage, facilitate, schedule and supervise family engagement, involvement and visitation and provide therapeutic services to families.

Provide educational information to employees about how to effectively work with families.

Maintain contact with the treatment team to review resident progress in groups and individual counseling and coordinate additional support services for residents as needed.

Attend and participate in staff meetings, supervisory conferences and employee training programs, including but not limited to Crisis Intervention/Suicide Prevention, Safe Crisis Management, CPR/First Aid, Cultural Diversity and Certificate Programs, including but not limited to: general counseling, substance abuse, mental health and/or developmental disabilities, in order to develop and maintain position skills.

Develop, facilitate, and coordinate trainings with BJJS Training Department (under the direction of immediate supervisor) designed to enhance employee skills and knowledge base in regards to competency and treatment areas.

Assist with program development, treatment milieu and therapeutic community.
Assist with education/vocation/training programs, partnering with the Work Training Programs, educational system and other identified programs.

Manage and maintain the residents’ files.

Monitor and maintain resources for all programs.

Work overtime as required by operational necessities and emergencies. Must be able to work mandatory overtime in compliance with overtime provisions of the collective bargaining agreement, with little or no advance notice, whether on or off duty at the time of notification.

Based on the resident group dynamics, determine when it is appropriate to alter the scheduled program activities.

Determine the appropriate consequences based on the resident’s actions and behaviors.

Determine the need for and level of intervention in emergencies or crisis situations, not to exceed manual techniques.

In response to emergency situations, determine appropriate action.
