Position Purpose:

This position performs business analysis, policy analysis, research, project management, training and education development, and technical consulting for the JNET Communications Manager on behalf of the JNET Steering Committee, the PA Commission on Crime and Delinquency (PCCD), and the Office of Administration’s Public Safety Delivery Center (PSDC).

Description of Duties:

Develops, designs, and conducts specialized analytical studies of significant, complex issues, problems, and trends having impact on integrated criminal justice systems at the local, state, and federal levels. Develops cost benefit analysis projections for criminal justice projects and identifies potential conflicts with other Statewide criminal justice initiatives.

Conducts research of a broad scope, and captures all municipal, county, state, and federal information sharing requirements and business needs. When appropriate, the coordination of joint application design sessions will be implemented to ensure that all user requirements are captured and conform to the needs of the Commonwealth.

Attends Criminal Justice Advisory Board (CJAB) meetings with each county in the Commonwealth. Presentations will be given to the CJAB participants highlighting criminal justice activities from around the Commonwealth and addressing issues with any criminal justice activity occurring within the county.

Conducts face-to-face business relationship management meetings with JNET/PCCD end users and business partners to ensure that all requirements are gathered, documented, and met. Conducts sessions both in person and through the use of video conferencing capabilities. Develops surveys and other forms of communication to ensure that all business needs and approaches used meets end user expectations.

At the direction of the Communications Manager, assists in managing various JNET/PCCD projects, including: (1) develops project strategies and plans, and documents system requirements and educational needs (2) conducts Business Relationship Management activities: plans information system requirements definition activities, establishes relationships with and elicits requirements from target system end-users to ensure maximum value is understood and created, analyzes user and functional requirements, documents requirements, validates and verifies requirements, conducts a formal requirements review and obtains requirements signoff; (3) explains and clarifies requirements for the QA/Testing Staff and for the Development Staff; (4) assists with system testing, and coordinates User Acceptance Testing (UAT); (5) conducts Pilot Test Management activities: plans and coordinates pilot tests, reports results of pilot tests; (6) conducts Project Risk Management activities: conducts project risk assessments, performs risk analysis, documents risks; (7) and performs project cost-benefit analysis; participates in the subsequent enhancement release and deployment process.

Meets regularly with the Communications Manager to report on local, county, and statewide project status. Regular and specialized duties are reviewed in terms of objectives and outputs determined by the Communications Manager and are performed with considerable independence.

At the direction of and with guidance from the JNET/PCCD Business Relationship Manager, the Communications Manager and CSI Manager, manages and oversees the lifecycle of systems enhancements requests and the associated Request Fulfillment Process, serving in the capacity of Enhancement Administrator. Specific duties include: (1) reviews incoming enhancement requests through the designated enhancement resource account, (2) evaluate enhancement requests for validity, reaches out to submitting users for clarification if needed and ensures there are no duplication of existing requests, (3) categorizes enhancement requests in accordance with current established categories, (4) consolidates and bundles logical enhancements into larger project efforts, (5) coordinates and facilitates prioritization meetings, (6) updates the enhancement inventory, project portfolio report and the CSI registry, as needed, and documents requirements, (7) develops and runs reports detailing the status of requests, (8) any other responsibilities designated in the RACI chart within the current enhancement Management Process Document.

At the direction of and with guidance from the Communications Manager, manages small projects — projects of less than six months’ duration, projects that require fewer than six non-dedicated resources, projects that have straightforward deliverables with few interdependencies among skills areas. Performs all the usual project management functions required to complete these small projects successfully: plans, manages tasks, manages project team members (in collaboration with JNET/PCCD functional managers), establishes and maintains work and business relationships primarily with various entities within the Public Safety Delivery Center (State Police, Corrections, Board of Probation and Parole, PCCD, Courts, etc.) as well as the Office of Administration. When managing the projects, the incumbent is responsible for producing the following project documentation: Project Charter (Lite version), Project Priority Scorecard, Project Communications Plan, Project Change Management Plan, Project Schedule, Project Status Reports, Project Issues List and Project Closure Report.

Conducts training to both new and existing JNET/PCCD users. Responsible for identifying training needs and develops, implements, maintains, and improves upon classroom training, training delivery systems, certification, training material preparation, and testing methods. Creates new curriculum to support new applications and updates; including manuals, presentations, and tests and identifies areas of need for additional training.

Spends time working as a resource on the JNET Service Desk. Collaborates with JNET/PCCD Communications, CSI, Application Support, and Applications Development teams to identify, improve, support, and enhance services.

Documents test conditions and expected results for all projects related to any JNET/PCCD efforts. Works closely with Testing and Quality Assurance to ensure proper logs are kept for all projects.

Participates in generating knowledge documents for inclusion into established management systems and adheres to established service management policies and procedures.
