Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position provides licensing and race proofing assistance so that the rules and regulations of the Pennsylvania State Harness Racing Commission are enforced.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

1. Check racing proof for unlicensed participants according to established procedures.
2. Generate licenses for those applying with the PA Harness Racing Commission.
3. Compose correspondence to applicants so that licensing can be completed.
4. Issue affidavits and maintain affidavit files according to established procedure.
5. Maintain fine and suspension files according to established procedures.
6. Review racetrack and casino facilities payroll for unlicensed employees.
7. Assist special investigators in searches of vehicles/paddock area as assigned.
8. Assist special investigators in human drug testing program as assigned.
9. Perform clerical duties as needed including but not limited to answering phones.
11. Participate in Out of Competition Testing, and Fairs; travels as needed.
12. Perform other related duties as assigned.

1. Field Investigator can determine when additional information is necessary to complete the processing of a license application.
2. Maintain owner affidavit files and notifies the judges when affidavits have expired.
3. Determine when fingerprints are needed based on policies.

Essential Functions
: Provide a list of essential functions for this position. Example: Transports boxes weighing up to 60 pounds.
 
 1. Work near racehorses in enclosed areas such as the horse paddock as necessary.
 2. Be aware of surroundings and anticipate actions that could spook a horse.
 3. Communicate with horsemen to compile licensing information.
 4. Communicate effectively verbally and in writing.
 5. Maintain effective relationships with internal and external customers.
 6. Work independently and prioritize assignments on a daily and weekly basis.
 7. Perform back-up timekeeping functions accurately and timely.
 8. Maintain confidentiality of all licensing information.
 9. Maintain professionalism at all times.
 10. Report any concerns to the Track Manager.
