Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

To enforce all the rules and regulations of the Pennsylvania Harness Racing Commission so that the integrity of racing is upheld.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

1. Collect all facts as pertinent to investigations that are being conducted by the Pennsylvania Harness Racing Commission at the Cester Racetrack.
2. Enforce all the rules and regulations of Pennsylvania Harness Racing Commission.
3. Compose reports to supervisors in regards to investigations underway. Keep
Investigator Progress Reports up to date in a timely manner.
4. Perform searches involving barns, vehicles, groom quarters, etc. as directed. Perform
vehicle and horse trailer searches, etc. as directed.
5. Monitor track pracitioner, daily veterinarian reports and travels.
6. Interview applicants with arrest, convictions and /or racing violations including those whose fingerprints have been returned for arrests following FBI results. Verifies
ICE alien status of applicants for proper licensing.
7. Perform fingerprinting when FBI dissemination is deemed necessary for an applicant.
8. When necessary the SI will research an applicant's criminal history and determine
licensee's eligibility. Refer to supervisor if deemed necessary.
9. Tests for drugs and alcohol by collection of human urine samples and uses AdultaCheck strips as directed.
10. Inspect vital areas of racetrack and off-track wagering facilities.
11. Generate licenses for those applying with the Pennsylvania Harness racing
Commission.
12. Inspect off track betting parlors (simulcast area) and compile information for
reports as directed.
13. Work deemed necessary by supervisor.

11. Walk and stand for long periods which includes maneuvering over all types of physical surfaces.
12. Maintain professionalism at all times.

Special Investigator can determine if rules and regulations are being violated and take appropriate action for the preparation of reports and searches as necessary. They can also determine if an applicant applying for a harness racing license needs to offer more information prior to issuance of a license.
