Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Responsible for monitoring the Bureau of Individual Taxes’ Taxpayer Accounting – PIT unit’s operations. Provides support to the unit by tracking, investigating and analyzing PaTH processing and reports.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Serves as the bureau’s representative for the new closing agreement process, contributing to the planning, development, and implementation for personal income taxes. Participates in panel discussions to determine appropriate resolutions and tracks the outcomes to ensure consistency.

Reviews email inquiries from the Board of Appeals and Chief Counsel to determine whether an administrative adjustment is warranted, processes approved adjustments in the PaTH system and documents all actions for tracking and consistency purposes.

Analyzes PaTH’s Bill Item Assessment report to determine how many decisions resulted in relief granted and assess whether training issues contributed to erroneous assessments.

Investigates and responds to escalated inquiries and complaints received from internal and external stakeholders through various channels, including the RightNow email system. Makes telephone calls, prepares correspondence, memos, and reports in response to such inquiries.

Monitors and analyzes various PaTH payment reports, including the unresolved payments to identify causes of payment suspensions while completing assigned tasks. Reports monthly findings for ORR performance measures.

Reviews and approves batch payment requests for accuracy and forwards them on for processing.

Assists with inquiries from financial institutions regarding permissible and unauthorized ACH debit returns and processes ACH revoke requests received from taxpayers.

Assists in the review and implementation of legislative changes. Updates forms and instructions, submits suggestions to the Administrative Officer III on new workflows, and disseminates communication throughout the department to explain how changes may impact their respective areas.

Reviews and analyzes business rules and production statistics to determine if changes are required to the existing suspension criteria, refund thresholds, or production goals for the Tier 1, Tier 2, and Tier 3 queues based on correspondence received from taxpayers.

Serves as Taxpayer Accounting – PIT Unit’s representative for projects related to personal income taxes, including participation in project planning, design, testing, development, and implementation.

Develops and delivers training on updated processes resulting from system, tax law, policy, or regulation changes, and conducts quality assurance reviews of trainee work. Recommends training improvements, updates materials, and identifies departmental training needs.

Provides guidance to staff on handling complex individual tax returns and ensures consistent application of procedures. Completes complex K-1 Summaries and resident credit calculations.

Prepares detailed statement of accounts for complex personal income tax accounts and provides thorough responses to bureau managers and Executive Office staff.

Assists the Administrative Officer III with any other daily operational and communication needs as required and participates in meetings with internal and external stakeholders to resolve individual income tax issues.
