Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This professional, managerial position within the Department of General Services, Energy and Resource Management Office (ERMO) provides support and guidance as the HR lead for the bureau/office, coordinating all hiring, onboarding, and training. This position assists with the various service contracting tasks for the Bureau as well as purchasing of unique services and equipment. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Manages a variety of complex projects that will often be in part, or in whole, public facing, short, intermediate, and long-term in duration, and range in value (both in terms of monetary ROI and efficacy). Provides assistance to the Director to investigate and complete any grant and rebate program applications that are applicable for our projects. Maintains a knowledge of federal and utility grant programs related to energy and facility operations. Serves as the Bureau’s GreenGov/ERIE council’s representative. Duties include: Attending the multi-agency work group meetings and educational sessions. Researching, completing and submitting the annual agency certification check list, Researching and providing requested Bureau to support the GreenGov/ERIE council’s initiatives. Assist with the Building Performance Standards (BPS) development and tracking and the high-performance building training and implantation efforts Works closely with the Policy office and Office leadership to ensure all policies are up to date. Serves as the admin Subject Matter Expert and works closely with technical SME’s to provide input in policies/procedures and ensure compliance with outside regulations. Prepares and drafts Department policy, procedure, and supporting documents, particularly those related to telework, shifts, timekeeping, and recruitment and retention strategies. Leads program evaluation and performance audits to recommend budgetary, policy, and programmatic changes that increase the efficiency and effectiveness of operations and programs. Duties include, but are not limited to: Researches, reviews, interprets, analyzes, and summarizes information which is used as a basis for executive and policy-making decisions. Collaborates with leadership with completing the department’s annual internal controls assessment and works with program areas to implement risk and control protocols. Leads bureau efforts around customer outreach and customer relationship management. Prepares statistical and other various reports. Serves as the Office’s HR liaison, duties include: Serves as the high school, OVR, and college internship coordinator. Assist the managers and supervisors to acquire the necessary credentials as well as assisting them to set up and track the school’s required training plan, Coaches managers to understand performance measures and how they related to the Commonwealth’s employee performance review process. Establishes a cadence and manages the tracking and progress of the bureau’s annual EPRs, teleworking, position descriptions, performance standards revisions, etc. Advises on knowledge, skill, and ability gaps that exist on the team and provides recommendations on how to close said gaps (e.g. training, hiring, job aids, etc.) Maintains strict confidentiality and handles sensitive information with utmost discretion and professionalism. Works closely with Division chiefs, ERMO Director, Finance and Risk Management (FARM), legal, deputate, and leadership on any and all of the office’s procurement related tasks for the office. Assists bureau personnel with the identification and review of prior procurements with the goal of providing cost and/or time savings.[KK1.1] Assists the FARM with the insurance claims for incidents that occur on the Department’s managed properties/facilities by gathering the necessary documents and photos as well as track the progress and payment of the claims. [KK2.1] Liaises with FARM Agency Procurement staff to make recommended edits and updates to various statements of work for the maintenance, upkeep, and security of DGS owned and managed buildings. Maintains and tracks records of contracts and service periods to ensures that contracts are renewed in a timely manner to avoid contract lapses. Liaises with the bureau SMEs and FARM Agency Procurement staff to ensure the contracts and supporting documents meet the commonwealth’s procedural rules and the requesting staff. Participates in solicitation review and scoring, if applicable. Develops and maintains a record that all contracted services have been conducted and/or received to the satisfaction of the applicable bureau employees. Tracks services and notes when service providers were on-site in accordance with contract. Provides verification of services to FARM Agency Procurement staff for approval of payment. Coordinates with FARM Agency Procurement staff to resolve any problems. Develops and maintains working relationships with key agency personnel for the procurement of goods and services. Maintains a proficiency of the Commonwealth’s procurement rules, and processes. Preforms office manager tasks to include but not limited to maintaining office supplies, oversight of office equipment service contracts and ensure common areas are properly maintained. Upholds ethical standards, ensuring compliance with regulations while handling sensitive information with discretion. Performs other related duties as required and assigned |
