Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is in the Office of Long-Term Living, Bureau of Human Services Licensing, Licensing Administration. This position is primarily responsible for the analysis, review, and approval of licensing documentation submitted by interested applicants. The Human Services Program Specialist completes data entry of licensing applications, licensing fees, bills, processes receipts and transmits fees to state Treasurer and tracks licensing enforcement actions. The incumbent is also responsible for reviewing and analyzing data from the HSLS MAPPER system, the Certification and Licensing System (CLS), the Enterprise Licensing, Permits, and Certification system (ELPC) and other state and federal databases to draw conclusions, to determine if the licensing application’s supporting documents are in compliance with the regulations, policies and procedures needed for a complete/compliant application. Complete/compliant applications will be forwarded to the Program Offices within the Department of Human Services for further processing. Incomplete/noncompliant applications will be returned to the applicant identifying the reason for return. As a liaison between the interested applicant and the Program Office this position will review and ensure all documentation is submitted and verified prior to moving an application to the application policy review and inspection phase. This is professional human services work of an administrative nature involving customer-focused teamwork, project planning, analysis, coordination, collaboration, and management. It involves reporting directly to the Human Services Program Specialist Supervisor (HSPSS). Work assignments and general direction being provided by the HSPSS and conferencing with the Directory of Licensing Administration.

Description of Duties:

Communicate with interested applicants and providers to resolve issues and instruct them on the completion of applications.

Receive applications for Certificates of Compliance via mail, courier, or email.

Review applications to ensure the required supporting documents are included in the application packet are in compliance with PA Code Title 55. Human Services Chapter and the program office assigned.

Review, research and verify Certificates of Occupancy and other legal papers are authentic and submitted according to PA Code Title 55. Human Services Chapter and the program office assigned.

Review, research, analyze and verify all necessary organization charts, affiliation statements, and other required operation and management documents are submitted according to PA Code Title 55. Human Services Chapter and the program office assigned.

Access and analyze data from the HSLS MAPPER system, the Certification and Licensing System (CLS), Enterprise Licensing, Permits, and Certification system (ELPC), and other state and federal databases to draw conclusions, make recommendations, and suggest licensing action to the Program Offices in accordance with PA Code Title 55. Human Services Chapter and the program office assigned.

Review, analyze and evaluate human services licensing program objectives, policies and program operations, and recommend licensing program improvements and modifications.

Acts as a liaison and convenes meetings with DHS program offices, applicants, internal and external stakeholders in the development, implementation, and application of human services policy and procedures.

Prepares reports and related materials for presentation to internal and external groups.

Coordinates the processing of departmental licensing enforcement actions with the various program offices and the Office of Legal Counsel.

Assist in researching and developing training programs on topics related to licensing administration and may present at meeting and conferences assigned.

Enter data in the licensing data systems to update and issue licenses in the licensing data systems including the HSLS MAPPER system, the Certification and Licensing System (CLS), and the Enterprise Licensing, Permits, and Certification system (ELPC).

Redact documents and upload them to the public facing provider directory according to DHS policy.

Manage the documents uploaded to the electronic document storage files in accordance with office policy for the program office assigned.

Attend training to expand knowledge and skills.

Decision Making:

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

This position requires a thorough review of documentation submitted by interested applicants, providers, regional program office staff, as well as headquarters staff to ensure accuracy, completeness, and compliance with the type of service provided according to PA Code Title 55. Human Services Chapter. Based upon a thorough analysis, the HSPS will approve or disapprove the submitted documentation and consult the program office for appropriate action. The incumbent will confer with the HSPSS on issues of major licensing impact or profile. Decisions on routine processing of licensing applications are made independently with input from the HSPSS, Licensing Administration Director, and/or the Program Office Licensing Staff, as needed.
