Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. To perform analytical and technical work involving the forecasting of revenues and analysis of legislation, regulations, and policies relating to the Commonwealth’s budget. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Utilizes forecasting techniques and econometric models to forecast revenues. Assists in the analysis of present and proposed tax programs and proposed, pending, or existing legislation and regulations. Assists in the design and development of quantitative and structural models for use in determining estimates of the revenue impact of legislation and regulations. Assists in the gathering of information necessary for the Governor’s Executive Budget, including tax expenditures. Assists with projects and studies by gathering and validating data and determining its usefulness for studies and models. Assists in the development of methodologies used to examine the revenue and distributional consequences of changes in federal and local legislation. Assists in the extraction of data from a variety of sources which are used in developing population samples and statistical or econometric analyses. Assists in the drafting of statistical and analytical reports for internal and external stakeholders, including the Tax Compendium and its Statistical Supplement. Assists in developing responses to ad hoc inquiries from internal and external stakeholders. Assists in the design and development of basic computer programs/queries. Assists in analysis involving statistical and modeling software, spreadsheets, database, and word processing software. Demonstrate a commitment to the service-oriented culture of the Department. Apply Lean thinking in day-to-day tasks. Be mindful of internal controls and risk management when changes are made to a process. Treats others equitably and adheres to diversity and inclusion program requirements in the workplace. Performs other related duties as required. |
