Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The purpose of the Energy Assistance Worker (EAW) position is to determine eligibility for LIHEAP benefits in accordance with federal and state regulations and refer applicants to outside agencies when appropriate. The employee performs these duties under the supervision of an Income Maintenance Casework Supervisor. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Plans, organizes and manages large volumes of applications and case activities to ensure timely and correct eligibility determination for LIHEAP benefits. Analyzes application information to determine eligibility for benefits. Gathers important information by telephone, by mail, and in person from applicants and third party sources. Retrieves and enters data using a personal computer (PC). Interacts objectively with public assistance clients in situations or settings that may be stressful. Attends and successfully completes classroom, on-the-job and computer training programs. Interviews clients to assist them in documenting eligibility factors for LIHEAP and referrals for home heating financial assistance resources as needed. Explains rights and responsibilities to the applicant/recipient as well as the programs, services and benefits for which they are eligible. Reviews applications to determine if they are complete and that the information provided documents the client’s statement or circumstances. Determines if the information provided requires further verification and what further information, if any, is needed to establish eligibility for benefits. When all information is gathered, the worker determines eligibility for benefits, and authorizes the correct amount or benefit level. Interprets the departments programs, policies and procedures to clients, agencies and other parties as required. Uses the computer system to make case inquiries, complete the required data entry to authorize benefits or update case information, and complete required training modules. Prepares case histories, correspondence, makes and receives telephone calls, compiles reports and responds to voice-mail and E-Mail messages as necessary. Processes LIHEAP applications. Acts as an alternate for absent co-workers as needed. Accesses computer functions such as Microsoft Outlook tasks and calendars. Uses E-Mail and the Internet in an appropriate manner. Safeguards information and maintains confidentiality in accordance with the Health Insurance Portability and Accountability Act (HIPPA). Essential functions: Interpret and apply complex LIHEAP policies and procedures in order to determine an applicant's eligibility. Use Personal Computer for data entry, inquiry, and reference materials such as Office of Income Maintenance (OIM) Intranet. Communicate in face-to-face conversation, via telephone and E-Mail. Prioritize and organize work in accordance with regulations and complete work by deadlines. Learn and apply job related information taught in classroom sessions, in supervisory conferences and through on-the-job training. Compose letters, memos, reports, etc. Interpret typewritten and handwritten materials. Perform mathematical calculations to determine eligibility. Interact in an objective business-like manner with a wide variety of people and maintain client confidentiality. Travel to designated meeting and training sites and to conduct home interviews Reference manuals, handbooks, case records and files for information needed to determine client eligibility for benefits. Maintain files; complete forms. Attends work as scheduled to perform assigned duties. ADA ESSENTIAL FUNCTIONS Frequently moves throughout an office to perform daily job functions. Travels to other work sites as required. Frequently files and transports files, work documents, etc., throughout the work site. Constantly operates various types of office equipment such as; but not limited to, personal computers, copy machines, fax machines, data entry devices, scanners, carts, telephones, etc. Constantly interacts with employees, customers and management while frequently simultaneously utilizing various computer applications. Constantly uses computer applications to generate written communication by utilizing forms, memos, emails, narratives, etc. Constantly communicates effectively, both orally and in writing, with staff, clients, and public. Constantly learn and appropriately apply policies, procedures and regulations pertaining to LIHEAP programs. Constantly obtain, assemble, analyze and evaluate information to determine eligibility for LIHEAP benefits. Frequently perform mathematical calculations to determine eligibility for LIHEAP. Frequently learn job related materials through various media and teaching methods. Constantly interact objectively and with sensitivity to employees, applicants, customers, management in stressful or difficult situations. Assigned work duties are performed in a controlled office environment. In counties with District Offices, employees may be reassigned to different worksites due to operational needs. Frequently-constantly, sitting on an adjustable chair for extended periods of time; may stand as desired. WORK CONDITIONS Assigned work duties are performed in a controlled office environment. The EAW makes plans with clients to obtain documentation and completes referrals to outside agencies, assisting client in obtaining home heating financial assistance benefits not available from DHS. |
