Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The person in this position is primarily responsible for the operation and maintenance of enhanced particulate monitoring samplers in the Southeastern portion of Pennsylvania. Enhanced particulate samplers operate seven days a week, 24 hours per day, and must be maintained on a daily basis, including weekends and holidays. Therefore, the operator must be available during scheduled off times. In addition, collected samples must be delivered to the analysis laboratory everyday by 9:30 AM. Therefore, scheduled work times must be precisely followed. Enhanced particulate sampling training will be provided. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The employee in this position will work a rotating schedule, totaling 75 hours per 2-week pay period. This schedule will include working weekends, holidays and overtime when necessary. Duties and responsibilities include the following: 1. Daily – Installs and retrieves enhanced particulate filter samples, records appropriate data and observes operation of each sampler at pre-assigned sampling sites. 2. As Needed – Provides additional sampling for special event sampling and multiple (surge) daily sampling. 3. Daily – Completes required data entries into the Sample Tracking Tool (STT) Portal. Uses appropriate backup paper forms (sample collection, chain-of-custody) when the Portal is not available. 4. As Needed – Maintain a Homeland Security Information Network (HSIN) account and periodically reviews information within. Maintain files on the BioWatch server within the DEP network. Maintain VPN account for remote access to network when needed. 5. Should sickness or another compelling reason prevent the employee from being able to collect the scheduled samples, the employee is required to arrange for an alternate staff pick-up. A list of alternates will be provided. 6. Daily – Transport exposed filter samples to a common meeting place, followed by further transport of all network filters to the laboratory, as assigned. 7. Daily – Prepare a sufficient quantity of filter canisters for use the following day. 8. Perform all sample collection activities, maintenance and quality assurance checks on samplers in a manner consistent with approved Standard Operating Procedures and the Quality Assurance Program Plan, while maintaining proper chain-of-custody. 9. Perform electrical/mechanical maintenance and repairs on samplers. 10. Perform general maintenance (i.e. grass/weed control, repairs) on sampling sites. 11. Assist in finding locations for alternate and additional sampling locations. Assist in setting up new sampling sites. 12. Participate in required Technical System Review conducted by the designated auditor as well as periodic field exercises. 13. Assist in the operation and maintenance of the ambient/toxic air monitoring network, as needed. Training will be provided as time and need dictate. 14. Attend an annual conference as assigned by Supervisor. 15. Assist in third-party training activities (i.e. EPA Phase I Team training). 16. The employee is required to collect samples regardless of weather, traffic conditions or other impediments. 17. Inventory spare parts and supplies to maintain required stocking levels. Prepare order forms and route to Supervisor for final approval. Notate, scan and e-mail packing slips to Supervisor. Maintain purchasing spreadsheet. 18. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. 20.
