Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The Field Investigation position is responsible for the administration and issuance of occupational licenses at the licensing office at the Presque Isle Downs (PID) Pennsylvania Horse Racing Commission (PHRC) and the enforcement of the rules and regulations of horse racing. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Provide licensing support by greeting licensees and applicants, answering questions and directing them to the appropriate forms and/or tasks required or referring technical questions to the Special Investigator or the Race Track Manager. To include the collection and processing of licensing and fines fees, providing receipts, and processing licenses and fines by entering data into the PHRC licensing software. Verify identifications of applicants and licensees to include driver’s licenses, passports, INS documents, birth certificates, racing licenses from other jurisdictions, government agency identification, and education institution's identifications. Perform fingerprinting on applicants. Responsible in the proofing of information for race lines provided by the PHRC licensing software for completion and accuracy ensuring that parties are properly licensed and eligible to race. Researches workmen’s compensation insurance for expired policies, contacting delinquent policyholders and notifying them of their responsibility to provide it to the PHRC. Become familiar with the regulations of the Pennsylvania Horse Racing Commission and have the ability to report and investigate these violations of these regulations. Conducts arrest interviews on applicants and licensees. Enforces the rules and regulations of horse racing through investigations, searches, patrols, and research.
