Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provides human resource/employee relations consultation services under close supervision of Field HR Officer (FHRO) to Department of Corrections (DOC), SCI-Greene administrators on behalf of the DOC HR Office.

Description of Duties:

Under close supervision of the FHRO, provides Employee Relations services for SCI-Greene to include consultation, grievance processing, investigation of disciplinary actions, conducting Labor Management Meetings, training management and staff on Labor Relations issues.

Employee Relations:
Interprets and applies various bargaining agreements (PSCOA, AFSCME, SEIU 668/PSSU, SEIU HC, OPEIU, FOSCEP, CIVEA, & PDA) for a wide array of employee relations matters. Schedules and attends all Labor/Management meetings. Reviews Union agendas, serves as the Management Chair, facilitates discussion on management initiatives and changes to working conditions, and prepares the Department’s responses to the Union, which are reduced to writing and provided to the unions within proper timeframes, as identified in policy. Reviews and distributes Labor/Management minutes to appropriate parties. Provides sound recommendations for resolving and/or preventing disputes between labor and management.

Advises managers and supervisors with regard to employee relations issues. Interprets and advises on the content and intent of the contract language, side-letters, personnel rules, Commonwealth Management Directives, and various Department regulations. Prepares written correspondence to address issues and respond to inquiries.

In conjunction with the FHRO’s review, provides consultation to management for less than satisfactory Employee Performance Reviews and assists in the development of Performance Improvement Plans.

Receives information from JNET regarding employee arrests. Contacts the area manager to ascertain whether the arrest was reported, when the arraignment papers are received, prepares a packet for the Superintendent’s signature to the area Deputy Secretary, with the arrest date, individual involved, and the outcome of the charges. Coordinates the outcome of the case with the Central Office Labor Relations. Tracks and updates the course of action and maintains the file.

As decided by the FHRO, may attend PHRC, EEO, Unemployment Compensation, and Civil Service hearings and acts as liaison, when necessary, between attorney and management staff.

Prepares documentation and testifies when necessary.

Maintains and updates personnel files for all employees and ensures that records are consistent with document retention policies for labor/discipline related documentation.

In consultation with the FHRO, analyzes collective bargaining agreements and makes sound recommendations for the development of contract negotiations.

Tracks information requests, gathers information and drafts responses for signature.

Administers appropriate grievance procedures and investigates alleged violations of collective bargaining agreements. Coordinates and tracks grievance correspondence, and requests extensions for response when necessary. In coordination with the FHRO, will collect and present relevant information in first step grievance meetings and recommend denial or settlement based on the findings. Assists the FHRO in developing case presentations to the appropriate Joint Area and Statewide Accelerated Grievance Procedure Committee and attends Committee meetings to observe and assist the FHRO. May serve as the local point-of-contact in preparations for union arbitration hearings and may testify as a management representative.

With help from the FHRO, reviews completed fact-findings and consults with supervisors and managers for proper disciplinary consideration. Schedules and chairs Pre-Disciplinary Conferences (PDCs). Drafts PDC synopsis and completes PDC packets for central office review. Applies the appropriate range of sanctions as directed by the facility Superintendent and the FHRO. Ensures that disciplinary documents are distributed and appropriately filed in the EOPFs.

Helps develop and maintain favorable labor management communications through consultation with senior management, supervisory staff, line staff and local union officials. Should review advice with FHRO before presenting.

Works overtime as required by operational necessities and emergencies with little or no advance notice, whether on or off duty at the time of notification.

Attends and participates in all mandated training.

Complies with DOC policies and procedures.

Unemployment Compensation:
Helps direct the Unemployment Compensation Program at SCI-Greene under coordination with FHRO.

Ensures requests for information by any Unemployment Compensation Office are answered; oversees the tracking of active Unemployment Compensation cases; and attends and may testify at Unemployment Compensation Hearings.

Miscellaneous:
Compiles and submits documentation from HR functional areas for American Correctional Association (ACA) audits.

Back-Up SEAP Coordinator, CDL Coordinator

Greets visitors and employees, ascertaining their needs, and providing employment/promotion information, along with appropriate applications, or supply other forms requested, etc.

Performs other related duties as assigned.

Consults with the Regional Field Human Resource Officer or Central Office for input regarding highly sensitive employee relations issues or any matters which may significantly impact other facilities or state-wide programs.
