Position Purpose:

Senior technical administrator performing advanced technical information technology services and support for several critical areas of the PA Lottery.


Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

General Duties:
Leads IT staff assigned temporarily for projects and incidents.

Provides independent or team relationship management with 8 vendors/outside organizations and 9 internal CWOPA teams depending on the complexity of the incident, task, or project.

Provides after hours support for Lottery drawings, incidents, and technical upgrades to ensure no interruption to lottery operations.

Specific Duties:
Provides independent and team support for Lottery Website depending on the complexity of the incident, task, or project.
1. Operational application server support including configuration of services/addons/features, optimization, and maintenance with multiple environments.
2. Upgrading of software including Windows Server version as needed based on end of life or security patching requirements.
3. Provide Relationship Management services for the website. Includes 9R (vendor), multiple CWOPA IT teams, Lottery Business, and the Lottery PMO.
4. Provide Incident Management and response services as needed. Depending on the severity of the incident, will be responsible for independently running the incident or will assist senior management with running the incident.


Provides independent and team support for the Internal Control System (ICS) depending on the complexity of the incident, task, or project.
1. Operational application server support including configuration of services/addons/features, optimization, and maintenance with multiple environments.
2. Upgrading of software including Windows Server version as needed based on end of life or security patching requirements.
3. Work with the Multi-State Lottery (MUSL) to ensure all auditing requirements for drawings and infrastructure are adhering to MUSL guidelines.
4. Provide Relationship Management services for the website. Includes Spectra (ICS vendor), MUSL, multiple CWOPA IT teams, Lottery Business, Lottery Security, and the Lottery PMO.
5. Provide Incident Management and response services as needed. Depending on the severity of the incident, will be responsible for independently running the incident or will assist senior management with running the incident.

Provides independent and team support for the CyberArk solution used to access the ICS servers per MUSL rules.
1. Operational support including configuration and troubleshooting of any issues tied to CyberArk connectivity.
2. Responsible for the technical relationship with the HHS IT Delivery Center who provides the CyberArk solution to the Lottery and the EBR IT Delivery Center.
3. Works with Spectra, Lottery Security, and the Information Security Office (ISO) to ensure CyberArk is meeting all ISO and MUSL guidelines regarding access to the ICS system.
4. Provide Relationship Management services for CyberArk. Includes Spectra (ICS vendor), MUSL, HHS DC, multiple CWOPA Enterprise IT teams, and Lottery Security.
5. Provide Incident Management and response services as needed. Depending on the severity of the incident, will be responsible for independently running the incident or will assist senior management with running the incident.

Provides independent and team support of Lottery’s Back Office System including data interfaces and integrations such as:
1. Lottery Retailer Information and Retailer Operation/Sales Support portal systems
2. PA On-Line Gaming System (vendor relationship management)
3. PA Lottery Instant Ticket Distribution System (vendor relationship management)
4. Interfaces with Departments of Revenue, Human Services, Treasury, and the Internal Revenue Service
5. Assists with AIX and DB2 version upgrades including testing.

Provides senior technical support services in support of the network infrastructure of all Lottery systems.
1. Knowledge of firewall rules and protocols for assessing change impacts.
2. Generation of firewall rule documents for implementation by multiple CWOPA IT and vendor teams.
3. Perform connection testing and troubleshooting.
4. Oversees work efforts independently or jointly with their supervisor depending on complexity with multiple CWOPA IT and vendors.

Provides senior technical support for Lottery functions such as the following. Provides independent and team support depending on the size and complexity of the task or project.
1. Refund voucher process with the PA Treasury Department
2. GAAP Audits
3. Lottery retailer renewals
4. Numerous interfaces with CWOPA agency, Lottery IT vendors, and Lottery retailers
5. Crystal report development
6. Assist manger with the project management and project portfolio management.

Provides senior technical support services to the Lottery Drawing staff. Support includes physical devices and appliances, software, connectivity issues, and general knowledge support through the late evening drawings as applicable.

Provides senior technical support services for Lottery’s utilization of the Unisys InfoImage document management system.

Provides independent and team support depending on level of complexity in preparing and performing Users Acceptance Testing. Instructs, trains, and coaches personnel in the principles of developing test plans and the acceptance testing process for current break fix solutions. Coordinates with the appropriate personnel in set-up of the hardware, network, software, and test data needed to conduct the testing.
