Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position supports the Pennsylvania Insurance Department’s (PID) information technology (IT) needs. This position provides high level support and management of PID’s applications environment through the performance of analysis, planning, design, architecting, programming, business relationship management, vendor relationship management, and administrative and highly consultative work.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

• Provide frontline Business Relationship Management (BRM) services to PID. Consult with Strawberry Square PID Bureau Directors and their senior management to plan, architect, and execute application development priorities to meet the objectives of the agency.
• In consultation with PID, directs, manages, and performs the development of the applicable IT strategic areas of the PID strategic plan.
• Ensure PID environmental portfolios (i.e. systems, processes, software, and hardware) are compliant with applicable Federal and State regulations
• Consult, participate, and execute various roles regarding IT procurements (i.e., RFx) for PID. Includes IT contract management as applicable.
• Manage all front-line IT vendor relationships with the various PID bureau program areas in the Strawberry Square office and directly with the vendor.
• Serve as the first escalation point for PID regarding IT risks, issues, obstacles, and resource needs for their area of responsibility.
• Develop EBR IT responsibilities to assist PID with security, application development, COOP, vendor management, project management, procurement, financial management, maintenance and training needs of the agency. Execute the day-to-day IT support of these functions for their area of responsibility for PID.
• Review and monitor industry trends in IT capabilities to identify potential business value to and present to PID managers for consideration.
• Work with contracted vendors to ensure all Commonwealth procedures are followed, that all contracted services are received, track budget, and confirm knowledge transfer from the vendor to PID staff.
• Directly oversee the development and on-going support and maintenance activity for the following critical applications:
o Enforcement Program area – X-Fire (Cross Fire)
o PID – In-house applications
o PID – Hosted applications (Sircon, TeamMate +, SERFF, etc.)
o New systems being created via active RPFs
• Work with PID’s Strawberry Office Artificial Intelligence (AI) initiatives
• Work with PID’s Strawberry Office Sircon workflow billing processes
• Work with PID’s Strawberry Office Power BI needs
• Work with PID’s Strawberry Office migrating Cognos reports to Power BI reports and dashboards
• Work with PID’s Strawberry Office on implementing and assisting in PID Globalscape environment
• Work with PID’s Strawberry Office with implementing and assisting with their Salesforce instance
• Work with PID’s Strawberry Office with developing and implementing their Strategic Road Map initiatives
• Work with PID’s Strawberry Office regarding their cybersecurity needs
• Oversee the development of documentation for the complex systems being utilized by the department, including system procedures, security protocols and workflows.
• Direct the development of objectives, specifications, testing and quality procedures, documentation, and transition and implementation plans for proposed systems.
• Work with team members and delivery center personnel to investigate and resolve critical problems which may require the use of alternative methods instead of the traditional methods and procedures in the process of applications development.
• Ensure the effective utilization of hardware, software, personnel and other delivery center resources in meeting assigned goals and objectives.
• Maintain contact with equipment vendors and professional organizations to ensure that the most current practices and techniques are utilized.
• Responsible for ensuring that vendors are providing products and services in a timely manner. Provide proper documentation to upper management regarding a vendor who is in non-compliance.
• Manage contracts by meeting with vendors and reviewing status reports, work products, and invoices to ensure that the work was completed correctly as outlined in the contract.
• Work with vendors to ensure that the proper knowledge transfer has occurred that will allow the seamless transfer of application support to Commonwealth staff.
• Work with department management to develop system application that align with their current mission.
• Make decisions for the application development environment regarding efficiency, scalability and growth, reusability of components, integration and interaction of the system, and appropriate framework, platforms, and standards.
• Design, develop, and implement department wide application architectures which define the interrelationships among individual applications and the infrastructures that support them.
• Ensure compliance with procedural standards for preparing technical and administrative tasks and participate in developing additional technical standards appropriate to the section.
• Identify training opportunities to maintain an educated and progressive staff.
• Provide reports to the supervisor on project status, resource commitments, and technical problems.
• Update and maintain project status and profiles within SPM.
• Participate in meetings with personnel from the department, other governmental agencies, and commercial consultants.
• Maintain a working knowledge of the latest state-of-the-art technology and advancements as they apply to application development and architecture.
• Participates in reviews of appropriate software and methodologies for possible acquisition.
• Direct the development of criteria to evaluate highly complex commercially available software to determine whether software will meet the needs of the department or if traditional application development is required.
• Direct the customization and performance of highly complex commercially available software products to provide functionality not originally provided.
• Provide oversight and content to the development of quality assurance procedures, including data security, back-up and recovery, and system controls.
• Ensure bureau and departmental security policies and guidelines are adhered to by subordinates, and within assigned system applications.
• Perform other related duties as required.
