Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position performs in an OIT strategic leadership role as the Division Chief, of United Telecommunications, with responsibility for the service strategy and overall program management of the Commonwealth’s managed network and telecommunications strategy and implementation. Operates the program’s portfolio of network and telecommunications used by all commonwealth agencies and provides service strategy, design, and transition services for the portfolio focuses on all aspects of network and telecommunications. Develops and maintains successful business relationships with the Commonwealth Enterprise Technologies Services Office’s (ETSO) stakeholders by assisting them in budgeting and directing implementation of telecommunication initiatives. Directs the oversight and management of assigned network and telecommunications contracts for transition deliverables, milestones, and other requirements, as well as, executing Continual Service Improvement plans to provide ongoing improvement to the Program and the services provided by using Key Performance Indicators for delivery oversight.

Provides leadership and controls to key initiatives within OIT to ensure they are meeting established business and technical objectives by maintaining progress and tracking, mitigating risks, executing in a consistent, integrated, and collaborative manner with other bureaus within OIT and with Agencies by communicating results effectively to agency and OA stakeholders.

Direct the successful development of supplier Service Level Agreements (SLA’s) for all associated enterprise contract agreements.

Direct staff in the development and implementation of procedures governing the compliance of enterprise contacts.

Directs the alignment of appropriate resources within OIT to manage all compliance requests and activities.

Directs the processes to ensure an agreed-to budget is developed and followed, directs the methodologies to assure IT Program projects are implemented timely and with quality.

Direct the successful development of business relationships with the Program’s customers by assisting them in budgeting, costing and implementing enterprise services that best aligns with their business requirements.

Directs and executes Continual Service Improvement plans to provide ongoing improvement to the Program and the services provided by using Key Performance Indicators for delivery oversight.

Advocate and Represent Vendors to Agencies, Agencies to Vendors, and OA to Vendors and Agencies.

Directs the oversight and management of assigned contracts for transition deliverables, milestones, and others requirements.

Direct Vendors to implement and maintain the contracted services at the level defined within the contact to meet the expectations of the agencies. Compliance.

Evaluates and provides recommendations on requests from various Commonwealth agencies for New Features and capabilities to determine budgetary feasibility for use within the Commonwealth, benefits to be gained, and cost efficiency.

Directs the creation and execution of Program Level Communications to assure all stakeholders receive the pertinent information by presenting value to all Commonwealth Agencies, Bureaus and Commissions through an effective interactive communication process.

Participates the operation of the ETSO Change Management Process to assure all changes are properly documented, approved, and communicated.

Participates as a member of the leadership team in establishing governance processes of the organization’s technology services and projects / key initiatives.

Coordinates and maintains interfaces with the Office of the Budget, senior agency leadership, agency technologists, Agency CIOs, federal agencies, and business partners as appropriate.

Creates, implements, and manages a Program, Portfolio and Project Governance Structure to provide oversight and decision making functions for enterprise service initiatives.

Assists the OA/OIT CTO as required in the execution of the following activities:

Develops long and short-range IT Program Transformation plans for OA/OIT.

Supports service offering changes that adhere to the Commonwealth’s strategic direction and that best align to agency business requirements.

Collaborates with agencies and OIT bureaus to develop service offerings, programs and improvements.

Plans, designs, and provides leadership for enterprise-wide programs and projects.

Prepares and manages the IT Program budgets.

Implements and maintains ITIL Continual Service Improvement methodologies and processes as required to support the IT Program initiatives.

Develops business case justifications and cost/benefit analyses for IT Program technology spending and initiatives.

Develops and evaluates financial performance IT Program Level standards and budgetary goals for the Enterprise Services Technology Office.

Reviews technical service requests, as required, determining financial and program feasibility and resource requirements.

Ensures the development of the program and project plans for IT Program initiatives.

Monitors IT Program projects and programs to insure they meet established objectives.

Remains abreast of current technology and program/project management trends so daily activities reflect the most current thinking.

Adheres to established organizational service management processes and procedures.

Adheres to the generation of knowledge documents for inclusion in an established knowledge management system.
Travel as required, including overnight status.

Performs related duties, as required.

This position has a high-level of independence in decision making but reports to the NUTSO Division Director. In the absence/unavailability of the Director, this positions is responsible for making independent decisions as the situational needs require/dictate. Work is assigned by the Director as general objectives.
