Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Administration of the statewide federal Child Nutrition Program (CNP). The person in this position will be responsible for working in any of the three programs; Child and Adult Care Food Program (CACFP) and Summer Food Service Program (SFSP). There are approximately 300 SFSP and 1,000 CACFP organizations that operate in the Commonwealth. This position provides technical assistance and guidance to program sponsors, potential sponsors, and program staff; reviews and makes recommendation for program procedures and policies, writes correspondence to sponsors; utilizes on-line IT systems; completes fiscal reports; and analyzes reports and claims for reimbursement. Assignments are completed with minimal supervision. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews federal and state legislation, regulations, policies, instructions, and guidelines that pertain to the administration of the CNPs. Participates in the development of state-specific guidance for CNP sponsors to implement the program in PA. Along with CNP Division Chiefs and staff, reviews and makes recommendations related to operational objectives, goals, and priorities for the CNPs, including but not limited to outreach, food safety, procurement, and program effectiveness. Analyzes and assesses claims for reimbursement as submitted by CNP sponsors to ensure accuracy of all data to support claim. Communicates with sponsors and provides guidance on regulatory requirements concerning claims, such as timely submission, late exceptions, etc. On an as needed basis, notifies sponsors in writing that have failed to submit a claim. Approves one-time exceptions for late claims within regulatory parameters. Provides back up to process claims for reimbursement for payment. Compiles, analyzes and maintains required documentation for Voucher Transmittal (V T) and claims processing. Verifies account codes, communicates with comptroller's office, files reports, and reviews the various stages in processing to ensure timely payment of claims. Reviews sponsor documentation, such as enrollment records, household applications, meal counts, rosters, attendance sheets, procedures, invoices and receipts, budgets, staffing charts, management plans, menus, sponsor application and site information to assess accuracy and validity as it relates to compliance with the CNP regulations and any claims submitted for reimbursement. Maintains, assesses, and completes USDA reports pertaining to meals served in the CNPs. Calculates, analyzes, and validates these records monthly and registers data as the 'FNS Report' on USDA's website. Identifies, evaluates, and resolves potential discrepancies between multiple records and reports that are utilized for this process. Reviews annual sponsor Application Packet: application, agreement, budget, management plan, site information, and household income applications (when applicable to respective CNP) for approval each year to participate in the CNP. Reviews and analyzes information to ensure accuracy and completeness of data. Provides technical assistance to sponsors and potential sponsors during the application process advising sponsors regarding corrections and/or missing documentation. Ensures sponsor, as applicable, is not on National Disqualified List nor State Disqualified List by accessing the appropriate files and websites. Provides in depth technical assistance to prospective program participants. Explains proper procedure to apply for participation, reviews documentation required for approval and advise sponsors of participation guidelines. Provides input to potential database design changes and assists in the testing of revisions. Assists in the development of written procedures and correspondence for the program. Develops and recommends necessary revisions to CNP forms, handbooks, and program material to maintain compliance with Federal regulations and PDE policies. Conducts training sessions and workshops for CNP sponsors (new and returning), interested agencies, program personnel and food service vendors to ensure compliance with program regulations and objectives. Assists, as necessary, with Administrative Reviews and/or desk audits and assesses monitoring review forms to determine if sponsor requires additional training, corrective action, follow up reviews, etc. Responsible for writing letters associated with the Serious Deficiency process on as needed basis, as well as reviews corrective action and requested supporting documentation submitted by sponsors. Maintains serious deficiency log and documentation. Develops reports in response to requests from the Division Chief, Program Manager, General Assembly, advocates, and other constituents. Maintains resource list for all programs (Download Forms, message board etc.) Requests additions and removal of postings. Conduct presentations, as requested, at meetings, conferences, etc. Performs related work as required. Travels as necessary. |
