Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Supervises and directs a staff of Regulatory Enforcement Inspectors, Drug Program Specialists, and Mortuary Inspectors who are involved in the conduct of inspections to ensure compliance with standards of conduct, laws, rules, and regulations.

Description of Duties:

Supervises the work of a staff of Regulatory Enforcement Inspectors, Drug Program Specialists, and Mortuary Inspectors.

Ensures Bureau goals and objectives are successfully met.

Distributes and monitors work assignments to assure effective utilization of staff and to maintain accuracy and production; adapts workflow to accommodate critical or priority assignments, special projects, and peak work periods.

Provides supervisory guidance to staff in the development and execution of inspection plans.

Hold bi-weekly reviews with subordinates to instruct and assist them with problems, scheduling, and workload management.

Reviews case monitoring reports and assures timely and accurate updating of data into the automated system.

Develops detailed plans for and supervises the conduct of large-scale inspections and/or those requiring coordination with other law enforcement agencies

Evaluates employee’s itineraries, activity reports, travel vouchers, completed assignments, and other related documents to ensure work is performed according to program goals and objectives.
assesses compliance with operational procedures, Bureau, Department, and Commonwealth policy and regulations for the purpose of preventing and detecting internal employee fraud, noncompliance, or misconduct.

Interprets rules, regulations, policies, procedures, standards and objectives of the organization or program for employees.

Interprets contractual and administrative rights and obligations for employees and modifies work environment or processes to adapt to changing conditions.

Reviews inspection reports and recommends corrections and/or appropriate further actions. Oversees the caseload and productivity of staff.

Responsible for implementing approved policies and procedures.

Provides recognition for quality customer service, rewards employee efforts, and addresses inadequate service through additional training, discipline, or other appropriate means.

Prepares reports on program initiative and program progress.

Conducts staff meetings.

Prepares employee performance evaluation reports.

Approves or disapproves travel expense vouchers.

Approves or disapproves leave, schedules personnel, and authorizes or denies overtime requests.
Interviews prospective employees and recommends employee selection or ranks applications in terms of preference for employment.

Receives complaints, conducts initial investigation into causes and conditions, discusses with employee and resolves or recommends resolution to complaints.

Initiates corrective action for minor misconduct by employees and/or recommends major corrective disciplinary actions or dismissals.

Establish and maintain effective working relationships with government officials, employees, bureau offices, departmental offices, other agencies, and the general public.

Participates in the performance of subordinate employees work consistent with operational or organizational requirements.

Reviews received assignments and determines appropriate course of action.

Prepares reports on program initiatives and program progress.

Applies the principles and methods of investigations/inspections, investigation/inspection techniques, interviewing practices and techniques, and principles of evidence.
Reads, understands, and appropriately applies all the laws, rules, and regulations of the appropriate licensing Boards, Commissions, Departments, and Bureaus as it applies to the position.

Keeps Regional Director aware of all activities by discussing projected tasks and locations for any given time frame.

Types required reports completely and accurately relating findings of any given investigation or activity.

Testifies at formal and informal hearings and appears as a witness for the State in formal judicial proceedings.

Required to keep confidential the identities and locations of interviewees and evidence, employee personnel problems, and management discussions.

Attends and participates in professional seminars and training programs to maintain and expand knowledge and skills.

Reviews and evaluates the education and training needs of employees; plans and conducts training. Demonstrates more efficient work methods and arranges for further education and training.

Travels to and from work sites as necessary.

Be available for temporary reassignment statewide, as necessary and when directed.

Performs other related duties as required.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Provides decision making authority for routine issues encountered by assigned employees for the most efficient and reasonable operation of their section.

Elevates decisions to Regional Director (or higher) via chain of command for major incidents, high profile or sensitive investigations, requests for imposition of discipline, and other issues their best judgement leads them to believe Bureau leadership needs to be aware of.
