Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position performs professional and supervisory work overseeing provider compliance and oversight within the Office of Developmental Programs (ODP), Bureau of Community Services. The position plans, organizes, and directs the programmatic monitoring, provider oversight, and regulatory administration functions performed by subordinate staff responsible for regulatory administration, provider qualifications and enrollment, participant-directed services oversight, electronic visit verification, and statewide provider compliance operations. The position directs the monitoring and evaluation of human service providers’ implementation of ODP policy; determines regulatory compliance of provider administration and service delivery with state and federal standards, legal requirements, and departmental rules and regulations; and ensures implementation of program improvements and recommendations of best practices to improve the quality of services provided to individuals with intellectual disabilities, developmental disabilities, or autism. Work includes supervising the review and analysis of provider fiscal, administrative, and programmatic operations through monitoring activities, data system analysis, and review of provider documentation. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Plans, organizes, and directs the consultative assistance and regulatory compliance work of subordinate professional staff responsible for regulatory administration, provider qualifications and enrollment, provider monitoring, and statewide regulatory oversight functions. Interprets human service statutes, regulations, waiver requirements, standards, policies, and procedures and directs consistent statewide implementation across provider licensing, enrollment, qualification, monitoring, and enforcement activities. Directs the implementation of departmental policy, new program initiatives, and regulatory requirements affecting provider lifecycle administration, including licensing oversight, enrollment and qualification standards, participant-directed services delivery models, and electronic visit verification compliance. Supervises and reviews subordinates’ monitoring findings, investigative reports, enrollment determinations, compliance assessments, and enforcement recommendations to ensure uniform interpretation and application of policy, procedures, and regulatory requirements. Oversees the monitoring and evaluation of human service providers’ administrative, and programmatic operations, including analysis of provider documentation, system data, claims information, and operational practices to determine compliance with state and federal standards. Provides consultation to providers, Administrative Entities, Supports Coordination Organizations, and other stakeholders regarding regulatory interpretation, provider operational practices, fiscal administration, program planning, compliance expectations, and data system requirements. Advises providers and oversight entities of best practices to improve the quality, safety, and accountability of services delivered within state-regulated human service programs. Directs the development, implementation, and evaluation of provider monitoring frameworks, including tools, procedures, data analysis strategies, and corrective action processes supporting regulatory compliance and program accountability. Guides and participates in the development, implementation, and oversight of data systems and enterprise technology used for regulatory monitoring, provider lifecycle management, compliance tracking, and program accountability. Directs coordination of provider enrollment, qualification, requalification, and compliance processes, including review and negotiation of program participation requirements and operational standards. Oversees statewide implementation and monitoring of participant-directed services and electronic visit verification requirements, including data analysis, compliance oversight, and enforcement coordination. Reviews and negotiates program initiatives, operational changes, and policy implementation strategies with internal leadership and human service officials. Participates in policy development, program evaluation, and regulatory administration initiatives affecting provider oversight and service delivery systems. Directs or participates in procurement-related activities and establishment of agreements supporting regulatory administration and oversight functions. Represents the Office of Developmental Programs in interagency meetings, stakeholder engagements, and legal or administrative proceedings related to regulatory compliance, provider oversight, and program administration. Performs the full range of supervisory duties, including planning, assigning, directing, reviewing, and evaluating work; providing guidance and technical direction; supporting professional development; and ensuring effective program operations. May participate in the performance of subordinate work consistent with operational requirements. Performs all other duties as assigned. |

Prioritizes and advances change requests for DHS/ODP enterprise systems based on regulatory requirements, operational need, and program objectives of the office, and oversees staff responsible for implementation and follow-through. |
