Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. A. Involved in the operation of the Western Regional Traffic Management Center and its Advanced Traffic Management Software System (ATMS) for the management of traffic along the covered Intestate and Expressways. B. Utilization of and direct operation of a series of Closed Circuit Television Cameras (CCTV) and traffic detection sensors to locate and evaluate any recurring and non-recurring traffic and incidents which may impact traffic flow along the Regional Freeway System. C. Utilization of CCTV’s and related automated centralized HOV controls, detection systems and signs to monitor and properly operate the daily opening and closing of the I-279/I-579 HOV Lane. D. Gathers and disseminates real time traffic condition information along the Interstate and Freeway System to the general motoring public through the operation of Variable Message Signs and broadcasting recorded voice messages on the Highway Advisory Radio System. E. Involved in the coordination with the Pennsylvania State Police for the dispatching of the “Freeway Service Patrol Vehicles” to handle incident problems during their hours of operation. F. Coordinates with adjoining Districts on the control and operation of field devices located within their Districts in addition to advising them of hardware problem that they may have. G. Utilizes the Base Station 800 MHz Radio system to communicate with the various preprogrammed voice groups under the Districts 800 MHz System. H. Maintains and modifies, as necessary, a log inventory system of all incidents along the Interstate and Freeway System including evaluating how well as particular incidents were handled. I. Accurately inputs information into the Statewide Roadway Closure Reporting System (RCRS). J. Communicates incident information to media personnel operating within the Traffic Management Center and to other media partners. K. Implements approved traffic signal timing plans to ensure efficient traffic management. L. Assist in the diagnostics of all field equipment controlled by the Western Regional Traffic Management Center including validation and operational testing of repaired field equipment by contracted maintenance through the use of the ATMS Software. M. Receives off-hour incident and emergency communications from private and public sectors concerning the status of state roadways within the district. Investigates validity of concern and determines appropriate notification of management or emergency officials to address the incident or emergency. N. May be assigned direct task by the shift supervisor on duty. O. Performs all other related duties as required to maintain and successfully operate the Western Regional Traffic Management Center and its ATMS Software System. P. Documents appropriate information concerning incidents throughout the region. Q. Coordinate Allegheny County information such as receiving and initiating phone calls regarding Allegheny County Business during the Off-Hours when the Radio Room is not in operation. R. Coordinate with County Maintenance Organizations during Winter Operations to ensure that Road Conditions are reported accurately Performs other related duties as required. Safety: 1. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy: As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, all Construction Inspection employee, Manager & Supervisor and Maintenance Employee, Manager & Supervisor PD’s must include the following statement: 1. Commit to following the Departments Green Plan Policy (Pub712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA): For Rank and File Employees: Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. |
