Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. • Supervise the Strategic National Stockpile Coordinator who is responsible for all aspects of planning for and exercising the distribution of medical countermeasure preparedness within the Commonwealth. • Supervise the Logistics and Environmental Health Coordinator who is responsible for supply management, warehousing operations and planning for a response to a chemical, biological, radiological, nuclear and energetic materials (CBRNE) incident. • Supervise the Infectious Disease Planning Coordinator who is responsible for planning and responding to infectious disease outbreaks. •Supervise the Chempack and Mass Care Coordinator who maintains a standard operating procedure manual for the PADOH CHEMPACK program and the Medical Support for Mass Care Plan Annex O. • Oversees the review and update to Annex D, Mass Distribution of Medical Countermeasures Plan, of the PA DOH Emergency Operations Plan. •Manages the planning and oversight of the state CHEMPACK program. Plans and coordinates with the DOH Bureau of Community Health System and the PA DOH Communications Office the annual distribution of Potassium Iodide (KI) tablets to residents who reside near the state’s five nuclear power plants. • Manages warehousing operations and logistics including medical material management and distribution. •Oversees the planning and implementation of state and local jurisdictional medical countermeasure distribution and dispensing exercises per federal grant requirements. • Prepares relevant sections of the annual federal grant applications and reports (HPP and CDC) regarding preparedness planning. • Oversees the development and issuance of Requests for Proposals, conducts objective reviews of proposals to select a contractor, writes contracts, directs contractor activities, monitors contractor performance through the development of performance measures and standards, reviews required reports, and provides technical assistance to contractors on program requirements, project design, and compliance with contracting procedures. • Reviews public health preparedness literature and recommends modifications to public health preparedness programs based on current findings. • After an event, training or exercise, leads or assists with the development of the PA DOH after action report, including corrective actions and improvement planning, in accordance with the Homeland Security Exercise Evaluation Program guidelines. • May participate in the performance of subordinates’ work consistent with operational or organizational requirements. • Incorporates lessons learned into the revision of the PA DOH Emergency Operations Plan. • Participate in Agency Representative (AR) trainings and activations at the Pennsylvania Emergency Management Agency (PEMA) Commonwealth Response Coordination Center (CRCC) and the PADOH Department Operations Center (DOC) to effectively support the PADOH during public health emergencies utilizing guidance provided by the BEPR lead agency representative and the BEPR emergency operations plan and annexes. • Coordinates and/or completes special projects or assignments. Performs other related duties as required. •Alternate with other Bureau of Public Health Preparedness staff in the roll of on-call AREP and serve as the 24/7 on-call emergency contact for the PA DOH. • Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice, and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time. |
