The employee in this position supervises the Department’s statewide education and outreach effort to ensure older Pennsylvanians experience the benefits of information that supports informed decision making, volunteerism, and health education. Specifically the: • State Health Insurance Assistance Program, which provides free, unbiased, local counseling to Medicare beneficiaries • Medicare Improvements for Patients and Providers Act programming, which focuses on improving Medicare's accessibility and affordability, particularly for low-income and rural beneficiaries. • Volunteer Engagement programming, designed to support older adults' independence while offering meaningful roles for volunteers • The Health and Wellness Program which provides health promotion and disease prevention programming to help older adults live healthier lives, improve their quality of life, and lower overall healthcare costs. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. State Health Insurance and Assistance Program (SHIP) - Oversee and administer the operations of the SHIP federal grant totaling approximately 1.8 million dollars annually. SHIP is comprised of a network of 52 Area Agencies on Aging (AAAs) SHIP Coordinators together with a workforce of approximately 300 volunteers. These coordinators and volunteers provide counseling to Pennsylvania’s Medicare beneficiaries and engage in outreach to educate and inform communities about Medicare and SHIP services. Supervise and participate in the work of Aging Services Specialists whose responsibilities include training new coordinators, providing technical assistance to AAAs, monitoring local trends, conducting on-site assessments and preparing county performance reports. Work directly with federal oversight agencies (i.e., Centers for Medicare and Medicaid Services [CMS] and the Administration for Community Living [ACL]) to keep abreast of new developments in the Medicare program and to report progress and local trends. Collaborate with other commonwealth departments to address Medicare/Medicaid related issues. Draft and submit grant applications and federal reports to the ACL for continued SHIP program funding. Develop program budgets and business plans which identify funding sources, projects, timelines and outcomes. Prepare and submit information to the PDA fiscal office for allocations that will be issued to AAAs and monitor grant expenditures throughout the year. Determines if carryover or a no-cost extension request needs to be made to the federal government to allow sufficient time to expend unobligated funds. Oversee and monitor the performance of the SHIP Helpline. Review and update the Statement of Work (SOW) and agreement concurrent with the SHIP grant funding timeline. Develop program policy and technical assistance documents. Medicare Improvements for Patients and Providers Act (MIPPA) - Oversee and administer the operations of the MIPPA federal grant totaling approximately 1 million dollars annually. Under the MIPPA grant, local SHIP programs conduct outreach to screen and enroll limited-income Medicare beneficiaries into public benefits such as the Low-Income Subsidy and Medicare Savings Programs. Monitor network performance under the MIPPA grant including state-level partners who are required to report data in the SHIP tracking and reporting system (STARS). Draft and submit grant applications and federal reports to the ACL for continued MIPPA program funding. Develop program budgets and business plans which identify funding sources, projects, timelines and outcomes. Prepare and submit information to the PDA fiscal office for allocations that will be issued to AAAs and monitor grant expenditures throughout the year. Determine if carryover or a no-cost extension request needs to be made to the federal government to allow sufficient time to expend unobligated funds. Volunteer Engagement - Oversee a statewide volunteer recruitment planning effort and the coordination of volunteer activities, including the annual recognition and education conference. Supervise and participate in the work of an Aging Services Specialist responsible for supporting local AAAs in their volunteer recruitment, management, retention, and recognition efforts through resources, conferences, and webinars. Distribute and compile an annual volunteer survey based on number of volunteers by program area and the number of hours of service. Develop program policy and technical assistance documents. Health and Wellness - Monitor and approve the usage and application of approximately 1.4 million dollars of annual federal funding allocated to the AAAs under the Older Americans Act Title IIID for evidence-based programs. These programs include PDA endorsed and approved programs. Supervise and participate in the work of an Aging Services Specialist responsible for supporting the activities of AAA Health & Wellness Coordinators engaged in providing health promotion and disease prevention programming to older adults. Responsible for the management and oversight of contracts for licenses for PDA’s Healthy Steps for Older Adults (HSOA) and Healthy Steps in Motion (HSIM), the Department’s proprietary evidence-based falls prevention education and exercise programs. Oversee compliance with Health and Wellness program policies which include reviewing and approving AAA Health and Wellness annual spending plans, year-end reports and advisory committee meeting minutes. Develop program policy and technical assistance documents. Other Duties - Oversee the preparation of goals, objectives, strategies, and detailed action plans for PDA’s State Plan on Aging for the SHIP, MIPPA, Volunteer and Health & Wellness program areas and track performance as related to the State Plan initiatives. Lead the Pennsylvania Falls Coalition. Lead quarterly meetings, prepare agenda topics and volunteer members directory, arrange subcommittees, and participate in the National Council on Aging's (NCOA) quarterly national state coalition meeting. Coordinate the annual Falls Prevention Awareness week activities. Prepare legislative/budget documents annually related to the programs within the Education and Outreach Office. Assist the Communications Office in maintaining PDA’s web presence related to Education & Outreach Office programs and collaborating on responses to media/press inquiries and presentation requests. Perform other duties as assigned. |
