Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for determining the validity of a potential lien by determining the tax liability in order to prepare and file tax liens to protect the Commonwealth's interest.



Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Receives incoming phone calls and inquiries from taxpayers and their representatives (i.e. attorneys, title companies, abstract companies, accountants) in reference to liens.

Contacts taxpayers or their representatives by telephone, email, or the RightNow system upon receipt of correspondence involving liened accounts.

Reviews collections systems and databases (LIPS Lite, PaTH, & BRIDGES) for outstanding liabilities & provides payoffs for the taxpayers and their representatives upon their request.

Process incoming lien payments for all tax types through manual correspondence & PaTH.

Process incoming docketing from liens being returned from all 67 Counties. Contacting the Prothonotary if necessary to get the applicable information.

Receives Lien Satisfaction requests through Pennsylvania Tax Hub (PaTH) or resource accounts/Email. Reviews the request to check the status of an account and determine whether a satisfaction should be granted.

Creating invoices for outgoing liens and satisfactions. Forwarding the requests for payment to the Fiscal Division for processing.

Reviews manual RPA lien requests through LIPS Lite from other taxing bureaus for a lien. The Lien request must specify specific tax periods to be liened and forecast date.

Updates notes daily in PaTH and LIPS Lite with any information discovered that would be pertinent to the taxpayer’s account for any type of action.

Reviews tax numbers found on systems, utilizing microfiche and microfilm in order to research a case, or to provide a payoff amount.

Reviews correspondence from the taxpayer where monies have been misapplied. Requests copies of cancelled checks from taxpayers to determine if corrections are needed, and forwards all supporting documents to the appropriate bureau for the adjustment to be made.

Researches the Revenue Appeals Processing System (RAPS) to ascertain information on the status of a particular lien and their appeal rights.

Demonstrate a commitment to the service-oriented culture of the Department.

Perform other related duties as required.
