Position Purpose:

This position provides general administrative and management oversight of 911 program administration with a focus on county Public Safety Answering Point planning, training, quality assurance/improvement, technology, and operation certifications and the Interconnective Grant Program.

These components include the collection and distribution of 911 surcharge fees which average $384 million annually and ensure funds are expended in accordance with Title 35 Chapter 53.

Description of Duties:

Collaborates with 911 stakeholders to develop and maintain minimum training, certification and quality assurance standards for emergency dispatchers, call takers and supervisors in compliance with Title 35 Chapter 53.

Develops and implements an inspection process to verify Public Safety Answering Points (PSAP) compliance with minimum technical, operational, and planning standards, so that a consistent level of 911 service is maintained throughout the Commonwealth.
Monitors PSAPs compliance program inspections to ensure that a consistent level of 911 service is maintained throughout the Commonwealth. Reviews and approves PSAP certification reports based on compliance with guidelines, standards, and requirements established by PEMA.

Promotes certification programs and educates PSAPs on achieving and maintaining compliance with program requirements.

Travels frequently statewide to provide technical assistance and audits relative to regulatory requirements for county 911 quality assurance, training, technology and operations.

Participates as a subject matter expert representing PEMA on the 911 Advisory Board Operations Subcommittee.

Provides guidance and assistance to PSAPs on completing their County 911 System Plan and review submitted plans to ensure compliance with the guidelines, standards and reporting requirements established by PEMA.

Assists 911 Office staff with the development and maintenance of a multiyear Interconnectivity funding plan to forecast expenditure over several years.

Coordinates with PSAPs, vendors, and the 911 Advisory Board on Service Enhancement Roadmap Development Process to ensure enhancements to the statewide 911 system are planned, coordinated in a financially stainable manner in collaboration with the 911 Advisory Board.

Assists 911 Office staff with the Interconnective grant program by ensuring projects align to grant agreements objectives, reviews and recommends approval of grants and grant extensions, reviews and recommends grant milestone increases and grant fund obligation liquidations.

Directs the Quarterly Progress Report process to ensure grant funds are expended in alignment with grant agreement and achieve objectives defined in the statewide 911 plan.
Coordinates the County outreach for the Annual Program Guidance, Annual Report Training, PSAP Plan Update and Training, and Grant Quarterly Progress Report updates.

Provides stakeholder input to the development and maintenance of internal and external communications technologies such as PSAP Portal and PEMA365.

Responsible for completing mandatory FEMA Independent Study Courses as requested.

NOTATION OF SCHEDULE: During an emergency, employee may be required to work 12-hour shifts. Employee may have their work schedule and/or hours changed or modified based on the emergency and assignment needs. Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance.
EMERGENCY ASSIGNMENT

This employee is an Essential Worker.

Performs tasks to be assigned during periods of emergencies. Such tasks may differ from normal day-to-day routine. These emergency assignments are, at times, received with little or no advance notice and may last for any period of time ranging from a few hours to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less than favorable) conditions and may require travel to a disaster site for short or extended periods of time.

This position performs operational assignments as required during actual emergencies. Position may serve in the Commonwealth Response Coordination Center and must be available to work outside of the normal work hours, to include weekends and overnights, when activated.
