Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for providing tax technical, system, and department training and presentations including initial training, refresher training, and follow-up training/monitoring.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Design, develop, update, and deliver both basic and more detailed trainings on taxes, tax systems, and other department programs in various formats to both department employees and outside entities

Design, develop, update, and deliver presentations on taxes and other department programs to Department of Revenue staff as well as outside entities which may include other commonwealth agencies or public-sector organizations; may be in-person, virtual/webinar format, or recorded

Remain current on tax laws, rules, polices, and department procedures to make updates or develop new training materials and presentations as needed

Analyze training effectiveness through knowledge-based assessment scores, production statistics, and/or error ratios and provide additional training/information based on analysis to address any skill gaps and ensure comprehension and application of material

Monitor employees during and after training to ensure transfer of knowledge

Provide tools and training solutions to address any gaps in knowledge, competency, and skills

Provide coaching conversations and mentorship to employees to reinforce training concepts and improve knowledge transfer

Evaluate employee performance prior to and after completion of training as appropriate and make recommendations to employee’s chain of command for any necessary additional training

Develop, prepare, and distribute training materials such as participant and facilitator guides, handouts, surveys, visual aids, etc.

Make training and/or presentation updates based on feedback provided by customers such as bureaus, divisions, subject matter experts, or external partners

Apply appropriate classroom facilitation techniques in order to manage effective discussion and dialogue to enhance the learning experience in a diverse classroom environment

Address and resolve performance or disciplinary issues that may occur during training and/or report any employee performance or disciplinary issues/concerns to ACE chain of command as well as to employee’s chain of command as needed

Ensure the completion of all required paperwork, records, documents, etc.

Remain current on developments in training and instructional methodologies including technology enhancements

Communicate training program changes to affected staff

Ensure rooms are set up prior to training, verify equipment works, and communicate any additional training rooms needs to ensure the room is conducive to learning based on the training being provided

Assist with the development of web-based or multi-media training content

Travel as needed to conduct trainings and presentations

Performs other related duties as required

Designs and updates training content on own or in conjunction with other taxpayer program development specialists. Resolves issues during training and escalates to chain of command when necessary.
